Fitzgibbon Airs the Obvious and Again Opens Wide the Leadership Question
Leadership rumblings: they’re like a perennial thing in politics these days unless it seems you’ve had the same Prime Minister or Premier in for more than a term or so and doing consistently well. Comments last night from Chief Government Whip, Joel Fitzgibbon, whilst not explicitly suggesting or admonishing Julia Gillard to depart from the top job have added fuel to the leadership fire. This fire began smouldering basically on the day Ms Gillard snatched the leadership from Kevin Rudd 2 years ago with the public not taking particularly kindly, especially in Queensland, to the move to oust Rudd from office. Throw in an array of political and policy failures along the way, some neglected under Kevin Rudd and not dealt with or attacked in the wrong way by Julia Gillard and that inferno is now well and truly alight.
The appearance of Joel Fitzgibbon, a key Gillard-backer just months ago during the February leadership spill brought on by the Prime Minister on Q&A raised not just the question of who would be leader at the next election, Gillard, Rudd or a third candidate, but also exactly what qualities and appeal that leader would need to possess to be electorally enticing.
From the outset, it is important to point out that the next election for Labor, despite leadership choice will surely be a lost cause for the ALP. Not only will it be a loss for the government, but on polling numbers for months on end, it has the makings of an epic defeat where the Labor Party could be all but wiped out in Queensland.
To lose an MP or two in Queensland, without gaining any elsewhere would be a big enough worry for the ALP Government so on the nose with the public and enough to seal their fate. But the government also look likely to have trouble saving seats in New South Wales too which due to it’s population has a number of seats on offer that the Coalition failed to grab, but could easily have won in 2010.
Staying with Prime Minister Gillard will almost certainly lead to a massive defeat, with the current Prime Minister seen by the public as the face of the credibility crisis that the Labor Party faces at the present time. Out of the three leadership options of Gillard, Rudd or anyone but Rudd and Gillard it is the one likely to lead to the biggest electoral defeat.
Were Labor to go with the second option, a return to Rudd, they would need to mend the massive wounds caused by the Rudd-Gillard spat which has been continuing even since the PM secured 2/3 support of her party room in the February ballot for the ALP leadership. That would mean countless ministers either resigning their posts and as they said at the time, refusing to serve under Kevin Rudd or it would mean a reconciliation of sorts between these senior figures and the reinstated PM. The latter would be hard for the public to buy with the harsh words splashed across the news just months ago and the former would just add to the electoral rot.
That said, in spite of the immense problems a Rudd return would bring, it would serve at the moment as the best option that the ALP have to at the very least save some of the furniture and perhaps do a bit more than that. But it would also give the Liberal and National Party much more electoral fuel to run with and ultimately likely still end up with a Labor electoral loss.
This is where Mr Fitzgibbon’s comments about populism mattering in politics come to the fore. Kevin Rudd is by far the most popular person in politics in Australian in just about any poll that is realised and that is despite the Opposition under Tony Abbott enjoying such an extensive lead in the race for The Lodge. It is true though that a Rudd return has been shown to translate into a winning position for the ALP but this would have to be accompanied by policy backdowns and reversals at the very least.
The idea of populism mattering in politics doesn’t just apply to leadership too. Populist politics as far as policy development and implementation goes is also smart politically, at least in limited use over ideologically pure politics and is common practice of just about any democratic government anywhere in the world.
A third candidate would probably be the most disastrous option with none of the floated alternatives, be it Stephen Smith, Bill Shorten, Simon Crean or otherwise polling anywhere near competitive in preferred leader stakes. It would be best to save one of these candidates until after the election to lead the Labor Party in a process of rebuilding rather than to waste them on an election they would lose and not admirably.
All in all it looks at least for the foreseeable future that the government will persevere with Julia Gillard as Prime Minister, but you would have to think that Kevin Rudd or a third candidate, regardless of the pitfalls are still options that are being canvassed, surely with electability being foremost on the collective mind of the caucus.
Labor have a lot of questions to ask inwardly of themselves over the next 12 months before the 2013 election but basically every answer will be a completely negative one with the most important question then being “what do we do to help put us in the best position to rebuild in a fast and efficient manner”. Also, a little dose of populism despite the ugliness of the term in politics might just help a little.
This Next Election Who Are You Dissatisfied With the Least?
Politics at the federal level in this country is at a low ebb, no doubt about that. That’s not to say that Australian politics has been or ever will be as popular as MasterChef. But politics under this 43rd parliament and the first minority government since wartime. These woes for politics certainly have a lot to do with broken promises and relentless aggression.
The lack of desire for the leaders of both sides of politics, despite the clear election winning position of the Abbott-led Coalition means, in terms of the Prime Ministership means it will not be the usual “who do you trust”, with trust so clearly lacking in politicians, but “who do you trust the most”.
More interestingly, in terms of party leadership it looks more and more certain every day that the equation will be “who are you dissatisfied with the least?”
Now of course in Australia we don’t elect our Prime Minister directly, the political party that takes government does that for us and as such, it doesn’t particularly matter what the electorate think so much of a leader, they’re almost always from a very safe seat for their own party. But when it’s close in the vote that’s a clearly different story with the leadership position all the more important. Ordinarily it can be expected that the choice of and performance of leader does have an impact of some repute on which party voters choose at the ballot box.
At the next election, it’s basically certain, pretty much lock it in Eddie, that the Coalition will win with Tony Abbott becoming the next Prime Minister of Australia and the Liberal and National Party coalition seizing the government benches.
In terms of voter dissatisfaction with the leaders, Newspoll has seen the Prime Minister languishing at levels of unhappiness with her performance in the Labor leadership at around 60% or thereabouts for many months.
The news regarding this same measure for Tony Abbott, despite being very competitive, even ahead at times in the preferred Prime Minister stakes is not a whole lot better with dissatisfaction in his performance as leader of the Coalition at levels consistently in the mid to high 50s on percentage terms.
Consistent Nielsen poll results show very high levels (over 50%) of voter dissatisfaction with the performance of both leaders. The last four Nielsen poll results show Prime Minister Gillard not having moved from a level of dissatisfaction in her performance of 59-60%. Again, that’s more than half saying they are not happy with the way things have gone.
Again in the Nielsen poll results over the same period Tony Abbott enjoys (though that’s quite the oxymoron because the results are still extremely poor) a lower level of unhappiness with his performance than that which the Prime Minister has experienced. For those same four Nielsen polls, Mr Abbott has seen a dissatisfaction level which has moved between the low 50s to the mid-to-high 50s, that’s again over 50% who aren’t too pleased with his performance as leader of the Opposition.
We are likely to see these trends continue until the next election with voters not particularly liking either leader in terms of their performance. But after all, in our two party system we ultimately pick between two political parties and at the next election, the voter disdain at the performance of the Opposition Leader will not count for much when such a large swing is on the cards. All in all it will surely be a case of who do you despise the least.
Those Two Words We Dare Not Speaketh Will Not Appear in Our Ads
The carbon tax, carbon price, whatever you wish to call it is now just a matter of weeks from fruition, coming into effect on July 1 at a starting price of $23 per tonne. This policy backflip has been the cause of so much poll pain for the Australian Labor Party under the leadership of Prime Minister Julia Gillard and sees the ALP trailing the Tony Abbott led Coalition by double digits.
With every major policy, especially the ones that cause controversy and are much harder to sell (think WorkChoices as a recent example) generally comes a substantial advertising campaign trying to bring the public around to what the government of the day thinks are the benefits of such a package and how these benefits will outweigh the much argued about costs.
That is no different than with the so-called “Clean Energy Future” policy package which has been legislated by the Commonwealth parliament and set to take effect in roughly a month and a half.
The Gillard Government has announced a $36 million advertising budget to attempt to sell the package to a wary and largely switched off public that didn’t particularly enjoy the change of mind brought on by the minority government situation.
In just the next 6 weeks, the government will spend $14 million of that total budget allocation in a likely wasted attempt to ameliorate concerns over the package. This amounts to a total spend per day of appromimately $270,000 over that month-and-a-half long period.
The media blitz focuses on the compensation packaged related to the carbon pricing legislation which totals $4.2 billion and makes the total spend on advertising the Clean Energy Future package $70 million dollars.
This in itself is a very high amount for a Labor Government that took office, under former Prime Minister Kevin Rudd, promising to reign in unnecessary government spending on advertising and public relations, particularly in the wake of the Howard Government spending an enormous $121 million dollars promoting the controversial WorkChoices legislation which played a significant part in the downfall of the Howard Government after over a decade in office.
Compared to the spending on WorkChoices advertising, $70 million dollars does seem small, but only in comparison. Advertising to attempt to change public perceptions on legislation seems a dubious idea and could be better spent on other policies.
What is most horrific about the current advertising package is not the cost, but the way that it attempts to sell the household assistance that will be received by millions in the very near future.
The latest advertisement, which has just started airing makes absolutely no mention of the fact that the assistance package is part of the response to the inevitable price rises which will be caused by the instigation of the carbon price. It is just referred to as the “household assistance package” and this gives the impression that the government are trying to sell the package to the unaware as effectively money for nothing.
There is no reference anywhere in the entire 30 seconds of any of the related ads, be it the ad targetted at seniors, singles or families of those two words that have become so dangerous for the government, ‘carbon’ and ‘tax’, that when put together, even as the “carbon price” iteration, spells disaster for the on the nose government.
So when you see those ads and think of the extra money you will be receiving from the government, remind yourself that you are not receiving money for nothing.

Australia: the World’s Value-Added Foodbowl?
Australia, way back over 200 years ago from the time of the First Fleet literally grew as a nation “on the sheep’s back”. As a nation Australia began to grow a broader agriculture sector which included a diverse combination of crops across particularly along the length of the eastern mainland states of Queensland, New South Whales and Victoria. That sector also included other animals in addition to sheep, with cattle and dairy farming playing a crucial role in the early economy.
Indeed agriculture does still play a crucial role in our economy albeit a much diminished one in recent decades with our comparative standing in various exports dropping markedly in some cases.
In the global community Australia is among the biggest exporters in the world of wheat, beef, wool and dairy and our three biggest exports are grain/oilseeds, meat and dairy that has obviously been the case for a prolonged period of time, given the industries on which Australia established itself as a fledgling colony and then nation state in the 1900s.
Agriculture in Australia now sits at only a 3% share of GDP in itself and last night Prime Minister Julia Gillard made a speech to the Global Foundation conference in Melbourne where Ms Gillard said she saw Australia becoming a foodbowl power, particularly in the Asia-Pacific region, where a rapidly growing population needs increasing access to a variety of different food imports.
The Prime Minister in her speech last night said that Australia should harness our potential in agriculture, like we did in the past and like the mining sector is now harnessing the potential of our vast mineral wealth.
There is certainly a space for Australia to grow its agriculture sector again, particularly when faced with an economy that at present is powering along on resources which are finite, but the way we do it and the markets and niches we seek to develop as a nation are a lot more intricate than just producing and distributing food across our region and the world.
Prime Minister Gillard in her speech to the foundation did acknowledge that Australia would have to focus its efforts, for the most part, on exporting food products which are value-added, rather than simply trying to up exports of foods that have not undergone the value-adding process.
Australia as a nation simply cannot compete with nations in the region on many basic fruits and vegetables which can be produced in similar climates around our region with much lower input and final product costs than we can achieve in Australia.
We would also tend to be seeking more niche and higher-end markets with our value-added production, thereby in a way limiting just how much we can grow the sector, but still an improvement.
We would have to focus on sending more goods from Australia to countries in our region like China, which is booming and will have a bigger middle class market, as well as countries like South Korea and Japan, even though the latter continues to struggle with economic woes both prior to and exacerbated by the horrific earthquake and tsunami event that destroyed so many lives and areas of the economy with it.
Far from just focusing on Asia, there is huge potential for our food exports to go elsewhere, particularly to the United States of America and Europe in a bigger way than at present and that is being worked on at present in a fairly big, if little discussed way.
There is also huge potential to continue to expand the market for our top class wine, with very few countries in the world producing truly exceptional wines, making this market a great hope for Australian producers. This market could be expanded and is beginning to be delivered to Asia and for that to continue would be a massive boon for the economy.
In a way, it seems that the speech the PM gave last night was a subtle way of saying, “hey, here’s a way that we can keep the decline of manufacturing somewhat at bay if we do more food processing in Australia”.
If we add the processing of food products to the agriculture sector of the Australian economy, we suddenly get a sector that is approximately 12% of Gross Domestic Product, a significant sector by any measure when the services sector takes up over 2/3 of the overall national economy on its own.
So Australia can definitely look to becoming a major food exporter to both the region and the globe. There are various challenges, not the least of which is a water shortage along the Murray-Darling Basin food bowl and this will mean that the challenge to grow our food exports will be a medium to long-term effort, rather than a rapid expansion, which would be difficult in itself anyway even if external factors didn’t exist.
The vision is there, but helping to move the idea to a reality will be a long and enduring process that will require the political will of governments of both political stripes to oversee its development.
The Keneally Solution Emerges
Last night former New South Wales Premier and current NSW Opposition backbencher provided some interesting advice to the ailing federal Labor Government headed by Prime Minister Julia Gillard. That advice, given on a political program on Sky News last night by the once Premier of the state of New South Wales was for the federal parliamentary party to completely revoke, or at least water down the controversial carbon tax which is set to come into force from the 1st of July this year after passing both houses of parliament.
The intervention and advice in this is as surprising as it is late, coming well after the passage of the carbon tax bills through the parliament and just months before the legislation takes effect and well after the political damage has been done.
In the first instance, the political damage inflicted by the instigation of the carbon tax has already been achieved with the broken promise after the August 2010 election which delivered a minority government that has been a source of much political drama.
Secondly, the political woes of the Gillard Government certainly started and are based in a significant way on the carbon price legislation sprung on unwary Australians thanks to the minority government situation in Canberra. However, since that time, the woes of the ALP Government have extended well beyond just the broken promise on the carbon tax package.
They now include other scandals involving the ALP including the Health Services Union scandal that has enveloped the Member for Dobell under a cloud of allegations, as well as the recent allegations against the new Speaker of the House of Representatives, Peter Slipper, the former Liberal Party MP and Labor choice to replace Speaker Harry Jenkins.
The Prime Minister has over the weekend made moves to distance the government from Mr Thomson and Mr Slipper, with the former agreeing to being suspended from the ALP, to sit on the crossbenches until the allegations have been resolved and the latter agreeing to stand aside longer, until allegations have been dealt with fully.
But these alas are just paper fixes. They will make very little difference to the functioning of the tiny government majority, with it reduced by 1 but still with Mr Thomson admitting that he will vote with Labor on the floor of the parliament.
But back to the calls from Kristina Keneally.
Were the Gillard Government to remove the carbon tax fully they would willingly open themselves up to further attacks from the Opposition similar to attacks being made now over the legislative package,
By moving to not implement the Clean Energy Future package in full, the Prime Minister would in effect be arguing that the Opposition attacks were all correct, that the costs are too extreme and damaging to Australia.
The second option offered up by Ms Keneally would likely cause the same arguments from the Opposition. That is, by offering more compensation and making the tax less severe in other aspects, the government would again be acknowledging that there is much pain within the policy a matter of weeks away from fruition.
The Greens in this whole affair, were it to take place would be in a very difficult position. They wouldn’t support it being watered down, let alone removed altogether before it even started but at the same time, they certainly wouldn’t be getting anything remotely like the current package under the Coalition if they were to become government.
In all this, the government has come out and said that they will not be pursuing the pathway that the NSW politician Kristina Keneally has suggested would help. They are wedded to it.
Changes to the package or its non-start may save some big scalps from humiliation next election night, but alone would not prove enough to reverse the electoral fortune that continues to be told month after month.
In all this, the simple fact remains that the Gillard Government would have to perform an amazing feat on top of removing the carbon tax to get close to winning government, including reversing history which might just prove quite difficult for the ALP to achieve.
I’m Leaving and Oh WorkChoices…
Today it became clear that Jeff Lawrence, the boss of the Australian Council of Trade Unions (ACTU) would be leaving the post in the near future. Some say Mr Lawrence leaves under duress, being forced out after losing the confidence of senior union officials in recent times, for being an ineffective communicator particularly when it comes to media. The ACTU boss on the other hand says that he was certainly not forced out of the position, reportedly last Friday and instead could simply not complete another 3 years in the job as he approached 60 years of age.
Going by experience it is almost certain that the former is true, the head union official was likely pushed out by those in the union movement unhappy with the way he has performed in the role since assuming the position. It seems as though the coup has been even more seamless than those in the ALP that have highly involved the union movement in recent years.
The ACTU Secretary, by any objective or subjective analysis has been a very poor performer in the position since taking the reigns. His media presence has at times been so non-existent as to foment questions as to his whereabouts, well not really, but you get the picture. This media spotlight has consequently been grabbed by other media hungry union bosses, including such well-known men who now have a face like Paul Howes of the Australian Workers Union and Dave Oliver of the Australian Manufacturing Workers Union.
In a cruel twist one of the names touted to take over the position of ACTU Secretary is Dave Oliver, whose media profile has sky-rocketed in the past 12 months in particular, gaining regular access to the ear of Julia Gillard as the Prime Minister attempts to work through the manufacturing woes which have escalated since around the time of the GFC.
But it is not only the lack of media presence that Mr Lawrence brought to the role. The ACTU boss is very poor at delivery of message and was not even effective at displaying feigned anger, even at issues which usually provoke animated debate with the union movement, like labour market deregulation.
Since the “Your Rights at Work” Campaign too, very few people would be able to associate Jeff Lawrence with any particular high-profile public relations campaign on any workplace related issue, no matter how hard they tried.
Predictably, on announcing his departure as a union boss, Mr Lawrence took the opportunity to have an ineffective prod that came across almost as a pat at the business community who are calling for some flexibility in the workplace.
The union movement, still obviously cocky from their very effective campaign against the Howard Government WorkChoices legislation, which in large part led to its downfall, think that any tinkering with the Gillard Government’s “Fair Work” laws equates to a wholesale return to WorkChoices, so the ACTU Secretary obviously could not resist temptation.
A return to WorkChoices is never going to happen, the collective pants of the Coalition are scared off permanently save for a desire for some meagre flexibility changes which would not even qualify as the ugly cousin of that divisive thing called WorkChoices. But hey, what do the unions have to talk about which scares people en masse if they don’t have something which actually does like WorkChoices? Not very much.
The Big Spill: All the Wash-up
This morning the ballot for the ALP leadership overwhelmingly confirmed that the ALP want Julia Gillard to continue to be the Prime Minister to take the Labor Party to the next election. This comes after a prolonged period of terrible polling dating back almost to the August 2010 federal election where the ALP Government swiftly lost its majority after Gillard wrested the Prime Ministership.
The Prime Minister won the leadership ballot today 71 votes to 31 for Kevin Rudd, a strong victory, though one that will continue to raise questions about the ongoing unity of the Gillard Labor Government nonetheless.
The lead-up to this big day was incredibly ugly, one of the most de-stabilising times for any party in my living memory (27 years).
The ugly, strong and vitriolic words started to accelerate a week or more before the Minister for Foreign Affairs decided, at a snap press conference at 1:30am in Washington DC to resign his posting, with Simon Crean coming out and declaring open warfare on Mr Rudd.
Those hurtful and damaging words and claims only intensified after that early morning press conference which signified the likelihood of a leadership challenge being brought to the Member for Griffith. This challenge came late last week with the Prime Minister calling for a spill with the former PM on his way home to announce his future, which was always going to be a tilt at the Prime Ministership.
Simon Crean continued his strong words against the former Prime Minister with notable contributions, for all the wrong reasons from Wayne Swan, Stephen Conroy, Nicola Roxon and others.
The Rudd camp could quickly count in its corner the likes of Kim Carr, Doug Cameron, Martin Ferguson and Robert McClelland, both of whom came out publicly and supported Mr Rudd. They were followed slowly by Chris Bowen and in an emotional weekend announcement, Leader of the House Anthony Albanese.
It was very clear, almost from the outset of the spill announcement, that the Rudd camp would struggle to get close to the numbers required to take back the leadership of the ALP Government. The Rudd camp thought that they would have around 40, but of course ended up on the comparatively low 31 votes.
So with the vote now dispensed with and the hostilities finally quelled, at least from the public view, what happens now for the Gillard Government, to borrow a phrase, in “moving forward”?
This afternoon one of the factional heavyweights, Mark Arbib resigned his post as Assistant Treasurer and Minister for Sport and as a Senator for NSW, citing the need to heal the party and also family reasons for his shock decision. This will lead to at least one new face in the Gillard ministry.
More importantly, the Government need to find a new Foreign Minister, with Craig Emerson, the Trade Minister acting in the portfolio until a replacement is announced. Dr Emerson was in the frame for the job in the wake of the Rudd resignation from the post, but you would think him acting in the portfolio means that someone else would be chosen to take on the role full-time.
I have maintained for over a week now that Simon Crean was behind the scenes angling for the job in the event of Rudd going to the back-bench or leaving the parliament altogether. I said this for dual reasons, one that Simon Crean was the first to come out strongly against Kevin Rudd for backgrounding and causing de-stabilisation and two, because Mr Crean has had a long history in parliament and was Trade Minister under Kevin Rudd in fact, a portfolio under the same department as the Minister for Foreign Affairs.
On the Foreign Affairs front still, the other option being put forward in the media is for Stephen Smith to go back to the role that he held under the leadership of Kevin Rudd, though this seems unlikely as he has much work left to do in defence.
The Prime Minister will also need to work out whether she will replace any of the ministers that spoke out against her leadership and who, if any Ms Gillard would replace them with.
On that front, one Rudd backer, the Infrastructure and Transport Minister and Leader of the House, Anthony Albanese in his teary, heartfelt speech offered his resignation from the front bench which was not accepted by the Prime Minister. This signals that the Gillard Government will try to portray a sense of unity within the Government.
Other Ministers, like Robert McClelland, Chris Bowen, Martin Ferguson and Kim Carr, all Rudd backers, according to some commentators, may face demotion or replacement in a reshuffle in the wake of this damaging time in the ALP. The former and the latter both faced demotion in the last ministerial reshuffle which occurred last year.
It is arguable that for the sake of maintaining the last shred of a facade of unity within the ALP caucus that Gillard should keep all of the key Rudd backers there in their respective places.
This challenge today has also shown that there is a not insubstantial percentage of the Labor caucus that think the Prime Minister is doing a bad enough job to be replaced with the peoples choice, Kevin Rudd and consequently does not shut the door on Rudd or another candidate taking the job if poor polls continue in the election year.
The damage is far from over and the Liberal/National Party Coalition will certainly be out to capitalise on all the material provided to them over the last few weeks in particular and undoubtedly events back to the successful leadership spill in 2010 and the goverment are certainly pedalling up a very steep hill indeed.
Who Might Get Portfolios Under Either Leader?
As speculation continues as to just how much support former Foreign and Prime Minister Kevin Rudd has in the Labor caucus, the thoughts of some turn to what major portfolios may be granted under either the Prime Ministership of Julia Gillard or perhaps Kevin Rudd.
It is increasingly likely that Kevin Rudd would not take back the Prime Ministership at the leadership spill which occurs on Monday. But it is still possible, were Rudd to pull around 40+ votes of the party room that a second later ballot could be successful a la Keating in the 1991.
Either way that will not stop me speculating just who might get some of the major portfolios vacated or made untenable in this ugly, toxic and likely terminal battle.
As already said, it seems very likely at this early stage, even before Kevin Rudd returns home to Australia that Julia Gillard will win the ALP leadership vote on Monday morning at 10am. That certainly leaves the vacated Foreign Affairs portfolio available to either a strong talent or a key factional backer or perhaps someone with experience in a similar area. Maybe all three.
I strongly believe, and have been stating on Twitter for days now, given his strong backing of the Prime Minister in the media in recent times, becoming the first to outwardly condemn the actions of Kevin Rudd, that Simon Crean will be the successful candidate for the position of Foreign Minister.
Not only do I base my views on that support, but Simon Crean is one of the most experienced members of the ALP party room, having even been one of the leaders of the party this millenium.
More importantly, the current Minister for Regional Australia, Regional Development and Local Government and Minister for the Arts was Minister for Trade, ironically under Kevin Rudd. Trade is a very closely related portfolio to Foreign Affairs and indeed shares the same departmental home, so it wouldn’t be an unnatural step to make.
It is far from certain, with the Prime Minister calling for unity after a vote where she is expected to win, that those Ministers who spoke outwardly in support of Kevin Rudd would be dumped from their portfolios. Indeed unity would probably dictate that they were kept in those positions. However, in the unlikely event they are forced out, that would leave spots for junior backers, including parliamentary secretaries, to take their spots.
Speculation then turns to what positions would be gained by Rudd backers in the event of a successful spill now or in the future. I am not so sure there would be pardons for some of the key Gillard backers in the ministry were Rudd to become PM again.
I think Wayne Swan may be an immediate casualty along with Gillard who would return to the backbench of her own volition, though action against the former may not be a politically smart move.
Of the already announced key backers, I would not mind betting that Chris Bowen would be a candidate for Deputy Prime Minister and add to that the Treasury portfolio, mirroring the situation at the moment where Wayne Swan has both responsibilities.
There might also be some blood from some of the other portfolios, with Gillard supporters like Crean and Conroy possibly losing their responsibilities or being demoted.
Either way, Gillard or Rudd, it does not look like there would be wholesale changes as being so close to an election it would not give new ministers time to slot into roles properly in which they may not have had much background in their time in politics. Above all else, too much blood and collateral damage would not look like a party united.

Uranium to India? Let’s Wait For Them to Sign the Treaty or Send it Elsewhere
The Gillard Government in announcing the policy has indicated that it will be asking India to comply with what they say are strict safeguards of similar nature to those required by the International Atomic Energy Agency (IAEA). The Labor leader has also said there will be strict bilateral transparency arrangements relating to the trade and subsequent usage of Australian uranium.
This begs the question: If there is only a slight difference between the oversight provided for under the proposal and that which the Indian Government would be subject to under the Nuclear Non-Proliferation Treaty, then why should India not just sign up first?
The answer that both the cynic in me and the realist comes up with, is that then, it would be a lot harder for India to pursue nuclear weapons and related defence materiel if subject to the full auspices of the IAEA.
At the same time that raises concerns that the oversight allowed under the agreement that is sought might be limited in its width and depth. In other words, does not take into account, that with the extra uranium from Australia, it is possible for India to undertake a wider weapons program with uranium sourced elsewhere.
Sadly, with or without the nuclear weapons treaty, the Indian Government experiences high levels of corruption so the prospect also of some form of clandestine weapons buildup is an easily fostered proposition in such an environment. Consequently, it is possible then that less sophisticated nuclear weaponry could be constructed in or brought to India.
Therefore, it is probably best we increased uranium exports to nations that have signed the NNPT, that still may have existing nuclear weapons or in the very best scenario export more uranium to nations with nuclear power needs and no known or documented warheads.
Those are not the only issues out there, there is also the issue of another back-flip from Labor on their traditional ideals, this coming from the party which doesn’t agree with having nuclear power domestically, but is now happy to provide for an acceleration of it elsewhere.
In any case, while we may be able to at least reasonably guarantee that our uranium will not go toward weapon development, we cannot say absolutely that the extra uranium from Australia would not give India the means and capacity to pursue weapons development. It is this uncertainty that should create enough doubt on the propriety and sense of pursuing such an agreement.
