Surveillance Cameras, Crime, Fear, False Promises and Assumptions
It is just a matter of weeks since the rape and murder of ABC staffer Jill Meagher, the truly saddening case of a young woman going out for drinks with colleagues, never to return home to husband of 3 years, Tom Meagher again. There’s a man before the courts facing charges over the assault and death, a swift end to the most difficult of investigations for police. It was CCTV footage that helped identify the perpetrator, not in the Brunswick street, but from a local shopfront. Inevitably, such a high-profile case has provoked some discussion, mostly sober, of the appropriateness or otherwise of the increased presence of these devices in our community.
Today Opposition Leader Tony Abbott pledged to spend $50 million over 4 years, via grants to local council areas, to be used for the purchase and installation of CCTV cameras in cities across the country. This reinstates a program of the former Howard Government, not the first planned resurrection of policy from the Howard years.
Victorian Premier Ted Baillieu though, as leader of the state where Jill Meagher disappeared, beat his federal colleague off the mark, in swift response to the heinous crime. Premier Baillieu has pledged $3 million for local councils, in an identical scheme to that of the federal Opposition Leader, again for local councils to procure more security cameras for the streets of Victoria.
The whole matter raises the age-old question: at what price do we diminish liberty?
To some extent that is a false question. Security cameras do not stop people from going about legal activities in a public place. Indeed, the presence of security cameras does not even stop people doing things that are illegal.
When looking at the privacy side of the equation, things get a little more blurred. There are some surveillance cameras in very strange places, locations which tread a very fine line and can stray into the territory of absurd over-utilisation. That in itself should be the biggest worry, rather than the simple existence of prying eyes in our streets and other public locations.
In the debate over whether or not to make use of, or increase the abundance of security cameras, there’s another interesting element. Avid supporters of increasing the saturation of CCTV cameras will say that they are a very good crime prevention tool. They will try to argue that the simple presence of these facilities cuts down crime before it happens there is simply little or no evidence of this.
What they are, as the Meagher case has proved, is a vital tool, when not overused and abused, for aiding law enforcement. They can capture illegal practices and aid in the identification of offenders. Sometimes this will lead to the quick apprehension of offenders, when manned by alert staff, usually of councils. Other times, they can lead to the arrest of alleged criminals days, weeks, months or years later.
Security footage also helps build a picture of events that may have preceded a crime. Referring back to the death of Jill Meagher, this is exactly what happened. The footage formed part of the story of the last hours in the life of the Melbourne resident. That narrative is crucial for investigators in filling in the blanks in cases that are tough to solve if a sequence of events is not established quickly.
Surveillance cameras and facilities do not make communities safer as you would be made to believe. In this sense, the use of them, the simple talk of beefing up capabilities is used to appeal to an emotion. Rhetoric about CCTV footage is successfully applied, appealing to the human need to feel safe and secure in our daily lives. Human beings are susceptible to being very passive and accepting when fears we have are harnessed by politicians.
The CCTV issue is a difficult one and there are no easy answers. There seems to be a right and a wrong way for governments to go about implementing further plans for the over-watch of the streets and public facilities of our towns and cities.
The highly publicised murder of Jill Meagher will serve as a catalyst for more surveillance cameras around our country and that’s not automatically a bad thing. At the same time, our politicians have a responsibility to not make false promises which appeal to easily manipulated emotions.
Appealing to Women a Game of Catch-Up
The public relations campaign to win over the hearts and minds of Australian’s for our various political parties continues. Today that PR battle accelerated with the all guns blazing entry into the political debate of the wife of Opposition Leader Tony Abbott. This political intervention has come on a usually politically quiet Friday, a great time to get airplay. The purpose of this battle to win over the electorate, an attempt to alter a perception, some of which has been proved a reality, that Tony Abbott has a problem with women. So of course, it’s a logical step to have the number one woman in the life of Mr Abbott, his wife Margie, speak out about the man she knows so well.
The key long-term aim of the Margie Abbott media blitz is an attempt to shore up some support among women for the leader of the Coalition and the side of politics that he has represented since December 2009.
However, the main-game, as far as the short-term politics of the situation, is to counter the most recent of attacks that Abbott has faced over the way it is perceived he has dealt with women in light of recent events and unearthed allegations. This has been prompted by the s0-called ‘handbag hit-squad’, female Labor Party MP’s, who have used a situation involving the Acting Speaker, Anna Burke as well as recently unearthed allegations against Tony Abbott from his university days.
It is at this juncture that we reach the first problem. The Liberal Party, mostly through the women on the frontbench and other female MP’s, but also the wider caucus, have decided it is a good idea to refer to Labor women as the ‘handbag hit squad’.
Coming from women only the term, catchy, yet over the top, is okay, though not ideal as a catchphrase to be utilised. It demeans politics even further than politicians have demeaned the occupation before. However, women referring to each other in that way will have much less of an impact, perhaps none at all than if men were to do the same.
Unfortunately, there has been the odd instance where male Coalition MP’s have taken to using the phrase. That does not look good at all. That just reinforces perceptions and helps them evolve into further home truths. It is blatant sexism. Repel the attacks based on the latest perceived indiscretions, but especially from the men of the Liberal and National Party’s, sexist intervention is not needed.
But back directly to the issue at hand: Does Mr Abbott have a problem with women? The short answer is ‘yes’, but it is a little more complicated than just saying outright that Tony Abbott is not seen in a good light by women and that he has a problem with women outright. In fact, it is entirely arguable that Tony Abbott does not have a problem with women, but rather, a problem with women’s issues.
Tony Abbott has said some very stupid and offensive things over the years, from comments on women’s equality, to abortion and the want to deny reproductive rights. The majority of these came when a minister in the Howard Government, particularly around the time of, as well as before and after becoming Health Minister.
These beliefs, do they come from a purely deep-seated hatred of women or from a religious background, a freely chosen inculcation of outdated beliefs that should hold no relevance in a free society?
The answer is almost certainly the latter as David Marr has recently argued. Since his childhood, the Leader of the Opposition has been brought up to believe certain things. In adult life, he freely chose to continue his religious experience and held onto the perceived teachings of the Bible. But this does not make those beliefs ones that should be prosecuted by a political representative in a liberal democracy where individual choice is supposed to be a key tenet. Far from that, it’s just common decency to think of all being equal.
The attack against Abbott in relation to how he dealt with Deputy Speaker Anna Burke however, is just a convenient usage of some incredibly horrific remarks from the past. Old words have been used to artificially construct an argument that because he pushed the boundaries in parliament, his actions were because of a problem with the fairer gender. The accusation is so absurd as to be laughable. His recent behaviour is a product of many things, including a thirst for power and media attention, but it’s a real stretch to characterise being a bit obnoxious in parliament as disdain for women.
As for the alleged events in his university days? Well, they are just allegations at this stage that have not been proven one way or the other. If they were proven to be true, then that would change the ballgame.
The television and airwaves mini-blitz, because of the long-term and justified impression of Abbott as having a problem with women’s issues will probably amount to little benefit. It was slow getting off the mark, years too late. Instead, Tony Abbott and the Liberal Party will be playing catch-up and probably, if there is any actual gain, only achieve a small uptick in support.
But of course, the Liberal Party will continue to pursue this campaign. The Opposition have to at least try to appear as if they and Tony Abbott is speaking to a wide array of women that hold a wide array of beliefs, even if the reality is the opposite.
There’s Always More Money For Defence, Some Aspirational, Some Real, Apparently
Today the Opposition Leader revealed a broader outline of defence policy for an incoming Liberal National Party Coalition Government, some of it firm commitments, some of it aspirational. That’s the thing about administrations of the right side of the political spectrum, there’s always space in the budget, no matter how tight or how far in deficit the fiscal position is. It’s all about appealing to the need to feel secure, that we’re being looked after and protected by a strong government from nasties within and external to the country. Of course a firm level of defense is always required, but conservative governments like to go a bit further to say the least.
First, in terms of looking after those who have been in the Australian Defence Force, rather than in terms of security, the Coalition, after fairly prominent debate has decided it necessary to “properly” index military pensions. This would happen in the first year of an Abbott Government and, if based on the template of the Defence Force Retirement and Death Benefits Amendment (Fair Indexation) Bill, would cost about $1.7 billion over 4 years.
In terms of existing spending commitments, Mr Abbott today said in his speech to the RSL National Conference that within 18 months of taking government, the Coalition would look at a timetable for the acquisition of the troubled Joint Strike Fighter. This is not something to rush into and is a project area where other nations are being increasingly cautious.
One of the first defence capability purchases that the Coalition would make would be a fleet of unmanned aircraft. Mr Abbott said that these capabilities were necessary, especially to provide surveillance over business projects 0n the North West Shelf as well as searching for those pesky asylum seeker boats.
Despite the pledge to immediately purchase drones, Mr Abbott today announced that submarine capabilities are the “probably the most urgent big procurement decision” the government needs to make. These would replace the Collins Class fleet purchased under the Howard Government. Presumably the announcement of submarine construction, to be based in South Australia, means that the Coalition would continue, at least in part, with Labor’s $40 billion pledge to build 12 new submarines
To get a broader look at the needs of the ADF, again, the Coalition would, within 18 months of taking office, proceed with another defence white paper. That means just a year to 18 months after the 2013 defence white paper is released, there will be another one. Surely that one is likely to say exactly the same thing as the one released in 2013. Defence capabilities simply don’t change and evolve that fast, though security challenges can, but this is unlikely, especially with the winding down of the Afghan conflict and future challenges, a term used very loosely, like the rise of China and India firmly in mind.
Finally, there’s an aspiration to grow the defence spend by 3% yearly, once the budget is back in order, surplus, to keep on top of perceived defence materiel and other needs of the broader defence organisation.
So where’s the money coming from? Well, supposedly room will be made in the frontline capabilities budget by making changes, a purge of backroom bureaucrats. This might make some savings, but would in no way go anywhere close to the budgetary savings necessary to accommodate such significant and ongoing funds.
So what else would have to go from the federal budget? Health? Education spending? Maybe that big paid parental leave scheme the Coalition holds onto? Well, most of the priorities are aspirational, so perhaps these departments can take some solace, at least that defence spending might not result in a cull of their staff and programs.
The freed up spending from the planned return of combat troops from Afghanistan though will provide some not insignificant room in the budget of a future government. As a consequence, some of these aspirations might become a reality.
There’s always more money for defence, of course.
Question Time Ahead of Time
Parliament and Question Time are back after just a weekend break. It has been a rather eventful weekend, with tensions exploding from within elements of the Islamic community of Australia in response to a lame video by an American individual. The government here and most across the Western world, including the United States of America, were quick to condemn the video when it became known. These events seem likely to change the complexion of Questions Without Notice early in the week at least as the government seeks to explain their position and possibly answer questions on the matter from the Opposition.
Last week, like the previous sitting week, was all about the Opposition asking questions about the spending priorities of the Gillard Government, especially in relation to the budget, which the government is trying to say, will return to surplus.
The carbon price was next in line on the list of priorities of the Coalition, with a number of questions on the issue throughout the week. But unlike many previous weeks in this, the 43rd parliament, it actually took a backseat to something else on the political agenda of the Liberal and National Party Coalition.
Of course too, it would not have been a parliamentary week, or even a week in politics in general, without the Tony Abbott led Opposition asking the government some questions on asylum seekers and refugees.
The government again continued to have their backbencher’s ask questions on a number of issues including the economy, health, education, infrastructure, the environment and workplace relations as well as immigration.
In the week ahead, not much is likely to change as far as the overall make-up of Questions Without Notice goes. Early on in the week, probably limited to Monday, there is likely to be a question or questions from both sides of the political fence as Australia seeks to make sense of the angry protests which took place at the weekend.
After that, it is likely that the Coalition and the government will return to other issues. But the policy areas considered will likely remain the same. Only the number of questions on each regular issue will change.
Asylum seekers might well dominate the week, at least early on, as the Opposition seeks to goad the ALP into allowing the re-introduction of Temporary Protection Visas and the turning back of asylum seeker vessels. This comes after the first asylum seekers have begun to head to Nauru
If asylum seekers isn’t the main political game this week, it will again be government spending priorities, taxation and the budget that make up the majority of questions that come from the Liberal and National Party’s.
That small matter of the carbon price will also make an appearance, but it may not be as prominent again as it has been in previous weeks of parliament.
The Labor Government for their part will also aim to respond to the events of the weekend during Question Time, with Government MP’s likely to ask a question or questions on the matter, but probably limited to Monday.
After that, attention will again to return to the spending priorities of the government, those announced and half-announced, including health, education and infrastructure in particular. There will however, also be questions on the environment, the economy in general and workplace relations.
The only unknown factors in Question Time are the exact make-up of questions on each issue, whether any other topical issue arise during the week and just how bad the behaviour is and how hammy the theatre.
Question Time Ahead of Time
It’s almost curtains for Question Time this week. We’ve been through Questions Without Notice for Wednesday without much of the ridiculously over-the-top behaviour we’ve almost grown to expect from our politicians. It wasn’t great though, there was still loud interjections and points of order that continued a little longer than they should have. But that’s Question Time and some level of misbehaviour will seemingly always be tolerated, no matter who occupies the Speaker’s chair.
There was a bit more variety than usual in the hour and ten minute session today, but only just.
The Coalition of course continued to ask questions of the Gillard Government on the carbon price during the Wednesday outing. They again focused around businesses in a number of Opposition MPs’ electorates. Again the attacks were largely over power prices applying to small businesses who are not compensated under the ALP’s price on carbon. At the very start of Question Time, the Shadow Treasurer rose too, in order to ask about business confidence, profit and investment under the carbon tax.
The Coalition also asked, again through Joe Hockey at the start of Question Time, just how the Labor Party propose to pay for their recent big spending commitments without raising taxes and with less revenue than during better economic times.
There was also time from the Coalition devoted to asking the government about union rorting and that topic was breached toward the end of Questions Without Notice.
The Labor Government were again varied in the number of topics they chose to highlight during Question Time. Backbenchers asked questions on the economy, infrastructure, carbon pricing, families as well as education and health.
So what’s to come during the last day of parliament for the week? Well, to be honest, much of the same from both sides of the political fence.
The Liberal and National Party Opposition have hitched themselves to the carbon price wagon and it would be laughable to suggest that the parliamentary attacks over this policy are not set to continue. The only question here will be which businesses take the focus on Thursday? We do know that it will be centred around small businesses who are not compensated for carbon price cost flow-ons.
We know first it was fruit and vegetable producers and related businesses, followed by meat producers and associated businesses and then on Wednesday, a variety of small businesses. So the indication is that it’s probably the latter, though you get the impression that the Olympic Dam project, now not going ahead will be co-opted into the debate.
It is quite possible, indeed almost certain, that the Shadow Treasurer will stride to the despatch box, early in Question Time to ask the Treasurer or the Prime Minister just how they plan on funding their spending commitments of late.
As was shown on Wednesday, the unions might just find themselves back in Question Time, courtesy of perhaps one, maybe two questions from the Opposition benches.
The ALP Government will again highlight a number of areas of government action. They’ll still talk about the perceptions and realities of the price on carbon, that’s a given. But they’re also just as likely to visit education, workplace relations, infrastructure, health and families and health.
It will be interesting to see if the National Disability Insurance Scheme is again conspicuously absent or only mentioned in passing.
Free Speech Monday in Australian Politics
Monday, after the early morning victory by Jamaican runner Usain Bolt and aside from the other action that has been and has continued to occur in England has been pretty much all about freedom of speech. The discussion about free speech today arose from a speech that Tony Abbott made to the right-wing think-tank, the Institute of Public Affairs. The Opposition Leader’s speech took on the topic of free speech from two separate, but linked directions.
In one instance it was about regulation of the media in general as far as government plans post-Finkelstein and Convergence Review. Those changes proposed in both inquiries would seek to place unwanted and unnecessary restrictions on our media in the future, stifling their ability to provide fearless criticism of dreadful governments of both political persuasions.
The second front in which freedom of speech was tackled was in relation to the recent Andrew Bolt racial villification case and the appropriateness or otherwise of having a Racial Discrimination Act with a very loose definition of wrongdoing. Section 18C of the Act was singled out for treatment. The broader narrative of the talk on free speech was also applied to the case of Andrew Bolt.
Among the proposals advocated for in the recent Finkelstein and Convergence Review’s are a News Media Council which would be a new regulatory body to oversee media outlets and an ownership test.
By far the most worrying recommendation and one that is reportedly being seriously considered is a public interest test on media stories. This would be an horrific encroachment of the government into regulating what kinds of stories a particular news outlet would be able to report on. No government should be able to determine what is news or otherwise, whether that be by direct government oversight or by legislation with an intent to limit the content journalists can put out. Access to a wide array of information from a variety of sources is extremely important.
As for a new regulatory body, well that too is problematic. Surely any new organisation proposed to oversee the media would have much more beefed up powers to punish certain perceived wrongs. This again is not a sensible move in seeking to make it difficult for a robust and diverse media to be frank and fearless in their reporting and commentary on particularly thorny issues.
An ownership test is just ridiculous. Anyone, from any background should be free to engage in journalism or commentary and equally should be freely available to criticism from others. Everyone should be free to take the entrepreneurial risk involved in establishing a news media company across all forms of communication. No government too should have the power to ever be able to say who can or cannot involve themselves in journalism and commentary because they might not be liked by that particular government for some reason or other.
But now to that more controversial aspect of Mr Abbott’s speech today and that was his announcement that an incoming Coalition Government would seek to repeal s18C of the Racial Discrimination Act.
This section of the Racial Discrimination Act deals with behaviour which is deemed to have offended, insulted, humiliated or intimidated someone based on their race, colour or national or ethnic origin.
This is likely to be an uncomfortable move for many with the Act in one way or another, despite the suspension of it during the Northern Territory intervention, having some level of bipartisan support or at least a political unwillingness of either side to touch it. That is until now.
But Mr Abbott did not advocate for there to be no law in the area of racial discrimination. Indeed he went on to say in his speech to the IPA that “any prohibitions on inciting hatred against or intimidation of particular racial groups should be akin to the ancient common law offences of incitement and causing fear.”
In advocating this stance the Opposition Leader did not say or imply that Andrew Bolt in writing the offending column he penned was right with what he said. Indeed Tony Abbott acknowledged that it was “almost certainly not his finest” and he also admitted “there may have been some factual errors.” Well it’s not a case of there possibly being factual errors in Bolt’s writing, there was, but as Mr Abbott has pointed out on numerous occasions, that is not the point.
Indeed with the Bolt case, you’ll find a number of people born early in the 20th century, even since then that have the wrong impression on various aspects of the indigenous issue, but should they all be subject to court action for holding fallacious views? No. Should they be corrected upon making such silly uninformed claims? Certainly, yes.
Just as someone should be free to say what they truly feel, providing it doesn’t incite hatred or cause fear, people who disagree with something should feel able to absolutely slam and demolish something which they disagree with and believe may have serious factual errors. Politics is about competing ideas. This is also something that the leader of the Opposition acknowledged.
Just as there is a case for only offences relating to incitement and causing fear, there is also a case for a much higher threshold test than the completely subjective one that exists under s18C of the current Racial Discrimination Act. This would be sensible middle ground whilst still allowing people to seek remedy within reason. Indeed it would be quite similar to the Abbott proposal today.
The most important thing is that our rights are at the very least not limited to unreasonable extremes and at absolute best, our freedom of speech is fully guaranteed save for when it causes incitement and fear.
That was free speech Monday.
This Next Election Who Are You Dissatisfied With the Least?
Politics at the federal level in this country is at a low ebb, no doubt about that. That’s not to say that Australian politics has been or ever will be as popular as MasterChef. But politics under this 43rd parliament and the first minority government since wartime. These woes for politics certainly have a lot to do with broken promises and relentless aggression.
The lack of desire for the leaders of both sides of politics, despite the clear election winning position of the Abbott-led Coalition means, in terms of the Prime Ministership means it will not be the usual “who do you trust”, with trust so clearly lacking in politicians, but “who do you trust the most”.
More interestingly, in terms of party leadership it looks more and more certain every day that the equation will be “who are you dissatisfied with the least?”
Now of course in Australia we don’t elect our Prime Minister directly, the political party that takes government does that for us and as such, it doesn’t particularly matter what the electorate think so much of a leader, they’re almost always from a very safe seat for their own party. But when it’s close in the vote that’s a clearly different story with the leadership position all the more important. Ordinarily it can be expected that the choice of and performance of leader does have an impact of some repute on which party voters choose at the ballot box.
At the next election, it’s basically certain, pretty much lock it in Eddie, that the Coalition will win with Tony Abbott becoming the next Prime Minister of Australia and the Liberal and National Party coalition seizing the government benches.
In terms of voter dissatisfaction with the leaders, Newspoll has seen the Prime Minister languishing at levels of unhappiness with her performance in the Labor leadership at around 60% or thereabouts for many months.
The news regarding this same measure for Tony Abbott, despite being very competitive, even ahead at times in the preferred Prime Minister stakes is not a whole lot better with dissatisfaction in his performance as leader of the Coalition at levels consistently in the mid to high 50s on percentage terms.
Consistent Nielsen poll results show very high levels (over 50%) of voter dissatisfaction with the performance of both leaders. The last four Nielsen poll results show Prime Minister Gillard not having moved from a level of dissatisfaction in her performance of 59-60%. Again, that’s more than half saying they are not happy with the way things have gone.
Again in the Nielsen poll results over the same period Tony Abbott enjoys (though that’s quite the oxymoron because the results are still extremely poor) a lower level of unhappiness with his performance than that which the Prime Minister has experienced. For those same four Nielsen polls, Mr Abbott has seen a dissatisfaction level which has moved between the low 50s to the mid-to-high 50s, that’s again over 50% who aren’t too pleased with his performance as leader of the Opposition.
We are likely to see these trends continue until the next election with voters not particularly liking either leader in terms of their performance. But after all, in our two party system we ultimately pick between two political parties and at the next election, the voter disdain at the performance of the Opposition Leader will not count for much when such a large swing is on the cards. All in all it will surely be a case of who do you despise the least.
Reverse Colombo Plan a Positive Thought That Needs to Become Reality
A good and diverse education is probably the most important part of the life of any child or young adult growing up in any nation around the world. So it goes that the Colombo Plan introduced by Sir Robert Menzies while in government, with a main goal being to foster the education of people from developing nations in our region was a good idea with a strong world view a major outcome for students involved.
Further, so it goes too that the idea of a reverse Colombo Plan as proposed by the Abbott-led Opposition is a smart adaptation of the current iteration, the Australia Awards, which will give more Australian based students the opportunity to study in an Asian nation, better preparing those chosen for the already proclaimed ‘Asian Century‘.
The Colombo Plan as far as it went for Australia as with the current Australia Awards grants students from Asian nations scholarships to attend university here in Australia and it had been undertaken by some now very well established business and political leaders in our region.
Not only was the original Colombo Plan responsible for educating some of the talented people in leadership positions around Asia but it was and is also a very smart diplomatic move that was in a big way a part of Australia beginning to open itself up to the non-European world which really first started to occur under Menzies and successive Liberal and Labor Prime Ministers and has continued to evolve ever since.
A strong worldview is very important in the development of the minds of students who as a result become well-equipped to deal with and be aware of their region and the world around them.
The Colombo Plan and its latest version too has and will allow young adults to get a better education than they may well have been able to have had they remained in their country of birth for tertiary studies.
The plan to send Australian students on scholarship to Asian universities will have much the same effect on our students that the Coalition plans to give the opportunity to travel overseas for their education.
It will allow Australian students a first-hand experience at cultures they may have been exposed to here in Australia but may not have immersed themselves in or learnt so much about the particular range and diversity of cultures and beliefs that exist in our regional vicinity.
The knock-on economic benefits of a Colombo style plan, whether it be the existing setup or a future reverse iteration would also surely be a not insignificant positive because of students plunging money into universities here and abroad through purchases made on campus that aren’t part of scholarship funds.
Not only that but the positives for the broader economy of respective nations having extra people coming in and spending money not just on education but on leisure and tourist activities are also a worthy part of the equation.
There is an argument that has been doing the rounds, courtesy of former Foreign Minister Kevin Rudd, that the reverse Colombo Plan would be responsible for less overseas students being funded to come to Australia and this is in some respects true. If funding levels remained the same on our behalf and there was no funding agreed to by Asian nations as part of the plan, of course the result goes without saying.
However, there is no particular reason why funding could not be negotiated between nations involved in the Colombo Plan so that Australian students could benefit from an overseas education in Asia. It doesn’t have to result in the same or similar numbers of Australian students being given scholarships to be educated in Asian universities as those from Asian nations educated here, though that would be the optimal outcome.
The extra funding too could be found by engaging with businesses from Australia and the Asian region and seeking funding from them to allow for more scholarships for Australian students to study in this corner of the globe and this has been highlighted as an avenue of investigation by the Coalition. It seems reasonable to assume that businesses would certainly be amenable to the move, especially if it meant access to a broader range of talent.
Continuing and expanding this program to include a bigger outward flow of students is a positive idea from the Coalition and one that deserves more thought and planning so that it is actually realised under a future government and is an idea that would benefit from an earlier implementation if they felt like they were struggling for a good idea.
