Thinking and Educating Like Asia to Compete With Asia
Education was seen as a very important element of the Australia in the Asian Century White Paper launched on Sunday by Prime Minister Julia Gillard at the Lowy Institute. Education standards are set to be pegged to a very challenging and likely impossible goal. This target, already outlined prior to the release of the discussion paper aims to have Australia’s education system in the world’s top five by 2025. This aspiration forms the underlying basis for tackling the “Asian Century” with the most intelligence and vigour Australia can possibly muster.
It is the specifics that matter in this, the Asian Century. A goal to improve our education outcomes dramatically, though near impossible to achieve in under 15 years is a worthy goal to strive for over the mid to long-term.
In a time when Asia already is beginning to dominate the world economically, it is important that the curriculum which guides and drives our places of education adequately responds to the realities of our place in the world. Language is an integral part of competing in an Asian dominated world as is a cultural and educational immersion in different countries in the Asia-Pacific region.
A somewhat dramatic rethink of how we “do” education and mould our young people is a necessary ingredient. This rethink must include early childhood education as well as what are recognised as the more traditional levels of education, primary, secondary and tertiary schooling.
First and foremost we must, if we want to compete in Asia, think like many Asian countries do. We must “Asianise” our education system. Young minds are incredibly malleable and our education system must make early progress in shaping the lives of Australian children.
Even in the early years, when children are traditionally learning things such as sharing, they also need to be learning in a more extensive way how to read and write and begin to perform tasks usually part of the early primary school years. The shift in how we educate the very young should even extend to teaching languages.
When children reach primary school age they should be well and truly prepared for a complete and focused formal education in the traditional subjects to begin. The ALP Government have announced that the states will be required to implement a policy where at least one Asian language is taught in every school. This is an eminently reasonable request but only if the commonwealth provide substantial support to implement this.
When it comes to secondary school, the language question is more complex. It would beneficial if Asian language lessons were a compulsory part of all schools throughout the whole senior school experience. Failing that, language should be compulsory in the early years of high school, but a readily available option in senior years.
Tertiary education provides a further opportunity to get Australia’s students “Asia ready”. But tertiary education again presents a complex equation. It is more difficult to begin learning a language later in life than it is to take it up at early age. Policy-makers also need to be wary of impacting too much on the personal choices of our young adults and a one-size fits all approach is far from ideal.
Hopefully, over time, with students beginning to learn second languages at an earlier age there will be an increase among those undertaking tertiary studies who continue with language lessons as a matter of course. If people wish to take up a language at this later stage that should also be supported as not everyone knows exactly what trajectory they want their career to be guided along before they hit universities and colleges.
Particularly for courses like international business and international relations, basic introductory or business-related language lessons must form a part of the university and college experience. Ideally, these should be uniform prerequisites but should not automatically be limited to Asian languages. We still need to continue to pursue expertise in European languages regardless of whether our focus is in Asia or not.
Ideally, courses like education should have a similar focus toward Asian language training as degrees with an international focus. All universities should at least offer as part of their education courses, some of the key Asian languages including Mandarin, Indonesian, Japanese, Hindi and Korean. Again, this must not be to the detriment of important and widely used European languages.
Temporarily, because of the shortfall in Asian literacy, there will have to be some assistance for business but this should not be applied carte blanche.
That’s the language factor, but what of the educational and cultural exchange involving our university students?
The government has announced an intention to adopt, or more accurately steal the Coalition’s idea for a “Reverse Colombo Plan”. The new iteration of the Colombo Plan and more recently, Kevin Rudd’s Australia Awards will not just see Asian students coming to Australia for a period of study, but also lead to Australian students being able to travel to Asian institutions to further their opportunities.
This idea has the potential not just to enhance the language skills of budding young professionals, but also to imbibe greater cr0ss-cultural understanding in the young people of our region.
A big challenge we will face in at least attempting to shift towards a wider interest in Asian languages is attracting enough teachers. This model makes the task incredibly difficult not just because of the funds required to finance it, but because of the scale of the recruitment task needed to make Asian language training pervasive. Importing teachers with language knowledge is an important short to medium-term goal.
We are already lagging behind in our Asian capabilities and readiness. We must at least try to catch up with the realities of our position. We almost certainly will not achieve all of our objectives.
This way of changing education is replete with grand aims that are unlikely to ever be realised fully. The logistical task and financial requirements are immense. However, even if we fell short, which is certain, we would still be better equipped to take advantage of the opportunities and deal with the challenges of living in a booming region of the world.
Not the Asian Century White Paper
Tomorrow the Prime Minister will launch the Australia in the Asian Century White Paper. This document, which will plot a way forward for Australia in what is already considered to be the “Asian Century”. It will act as the government’s version of a SWOT analysis. The paper will examine the real internal strengths of Australia and external factors that lead that do contribute to our strengths as we continue to engage in the region. The paper will also look at our weaknesses in terms of trade in particular, but also security. The paper will look at the opportunities for Australia in the Asian century, with whom we can engage more to our benefit. Finally, the document will also look at the threats in the region.
In a way, the Asian Century White Paper is behind the times. Trade with Asia already makes up about 70% of Australia’s international trade. This makes it appear clear, as do public statements, that the blueprint is more about the rise of China and to a lesser extent India, than it is about looking at the strengths, weaknesses, opportunities and threats that exist in the Asia-Pacific area. As such, the possibilities of greater relations with the “Asian Tigers” and rapidly growing Asian economies will likely not receive much press.
This examination will look mostly at the bilateral activities Australia undertakes currently, could enhance or could begin to participate in and less at the specific domestic policy directions necessary to cope with living in a strong and prosperous Asia.
Undoubtedly, the Asian White Paper will say that China is the country, above all others to focus our energies on. You would be hard-pressed to find many who would say otherwise. We need China and they need us. Our commodities are prized by China and we source cheap goods from the Asian powerhouse, now the second biggest economy in the world after overtaking struggling Japan. To this end, concluding Free Trade Agreement negotiations with China is an absolute must.
Some will have you believe that China also serves as one of the great uncertainties of the Asian Century. “Reds under the beds” is not a worry that should be occupying the mind’s of our people. China’s continued growth will almost certainly be one of peaceful empire. Their growth is because of the embrace of market economics and China is communist in name and some aspects of internal behaviour only. The military build-up in China is entirely consistent with the growth of the country as a world power and countries like the United States of America have nothing to fear except for loss of economic dominance. 
In terms of Japan, our second largest trading partner, the future of the economic relationship at least is not as certain. The economy of Japan has been battered by high levels of debt, natural disasters and unstable economic leadership. In saying this though, the relationship with the nation of islands should be maintained with caution and buttressed by increasing economic cooperation with other nations in the region. However, it is in our interests to continue to proceed with free trade negotiations with the Japanese.
Trade relations with South Korea continue to be strong with the nation, as of 2011, being our 3rd biggest export market. We have commenced Free Trade Agreement negotiations with Korea, but the discussions have hit the final hurdle. The agreement was supposed to have been concluded by now, but negotiations are ongoing.
Our next biggest market, is also our second biggest opportunity as the growth of Asian economies explodes. That nation is India. This is a nation with economic growth to rival that of China. While India is not in a position to rival China in terms of the size of her economy, India does provide opportunities. This includes, somewhat contentiously, uranium exports which are now being negotiated and also the restoration of Indian confidence in Australia’s safety for the large overseas student and tourism market the nation of the subcontinent can and has provided. Finalising the Australia-India Comprehensive Economic Agreement is also a necessary step in continuing to open up India to Australia and vice versa.
There are other nations of Asia in the list of our top 10 training partners too. In fact, Asian countries make up more than half of those nations. Also in the top 10 is Taiwan, Singapore and Thailand. With both Singapore and Thailand we have established Free Trade Agreements. However, in the case of Taiwan, there is no economic agreement being negotiated, awaiting approval or in force. Perhaps an opportunity lies there, perhaps we are frightened to pursue one for fear of causing China offense or perhaps our priorities are not mutual.
There are also other Asian states that are outside of the 10 biggest Australian trading partners with which we have already or are in the process of negotiating or approving FTA’s. There is an ASEAN-Australia-New Zealand Free Trade Agreement which includes Brunei, Myanmar, Cambodia, Indonesia, Laos, Malaysia, Singapore, the Philippines, Thailand and Vietnam. This includes nations such as Singapore, Thailand, Indonesia and Malaysia with whom we either have individual FTA’s or are in the process of either negotiating or seeking domestic approval for.
In a broad sense, continuing to pursue the recently commenced negotiations over the Trans-Pacific Partnership Agreement is also a must and will only enhance economic relations with both Asia and other parts of the world.
So in terms of economic cooperation in the Asian region and into the Asian century, the task is not really to establish new markets, but rather to consolidate and build upon those already available to Australia. In the case of the services sector in particular the task is returning it to the vitality we know. Particularly in the case of tourism this will be a lot easier when the price of the dollar lowers and economies recover.
In terms of economic engagement with Asia and the focus that it is given, it is a positive but has the potential to be a negative from time to time. Putting too many eggs in the Asian basket might expose us to regional shocks. So far, with the economic activities we undertake in Asia though, we have managed to avoid major damage to our economy when other countries in the Asia-Pacific have not been spared. But the possibility of exposure to risks should still be in the front of the mind’s of our policy-makers.
New Zealand and the other Pacific Island nations must also factor into the Asian equation. They are as much a part of Asia as we are. New Zealand is our greatest ally in the Asia-Pacific region, a long-term friend and economic partner and we will continue to share and grow our economic relationship and broader bilateral relations with her.
In terms of security, the most volatile place in the Asian region, the place that has the potential to most impact on our security, is Indonesia. Enhancing current cooperation with Indonesia on counter-terrorism efforts is a must. However, this must not be at the expense of combating homegrown terrorism on Australian soil.
It is certain that we will be seen to be deeply connected with the USA . We can, will and should make clear that our actions in the region will be peaceful and aimed at trade and our ongoing security, rather than offensive actions and manoeuvres that constitute a threat.
In terms of China, as stated earlier, it has been quite easy for some to classify the economic growth and consequential militarisation of China as a threat. This eventuality though, as stated before, appears hard to fathom. On the other hand, disputes involving China and her nearer neighbours, currently festering, do have the potential to develop into problems for those nations. By and large, these are conflicts Australia can remain independent of.
With regard to people movements, Indonesia as well as Sri Lanka and Malaysia will remain central to our efforts in cutting down on irregular people movement. We would be foolish to ever imagine that we as a country or even the wider Asian region could solve the complex issue that is asylum seeker movements.
Later on in the Asian century it is also reasonable to keep in mind the potentially significant movement of people in our region brought about by climate change. The scale of this is hard to calculate, but the prospect must be factored into equations. Australia as a rich and prosperous country would be expected to take up the majority of the resettlement burden in such circumstances.
Overwhelmingly the opportunities for Australia in the Asian Century are good. The positives far outweigh the negatives. We must however be careful of too much dependence on the region and too much nation specific interaction within the Asia-Pacific.
We must think, for the century ahead, well beyond commodities and to sources of renewable energy. An ongoing and healthy services sector is also a must as resources begin to diminish.
There is the possibility of regional instability, but much of that should not have consequences for Australia. The major threat will continue to be terrorism with hatred fomented and potential non-state actors trained in Indonesian camps in particular.
We will be seen as one of America’s deputies in the Asia-Pacific, along with South Korea and Japan as well as New Zealand to some extent. In reality though, this should not colour the way we interact in our geographical region nor the way in which our peaceful advances are received.
People movement will continue to be something Australia experiences for as long as there is security and economic concerns in nations around the world. Later in the century this will probably be exacerbated by climate change, particularly in the low-lying areas of the Asia-Pacific.
Australia must not be happy with the status quo. Moving towards greater engagement and cooperation not just in Asia, but the world, is the answer to making the most of the opportunities and the threats that we and the region already experience and may encounter in the future.
Time to Throw Aside Politics and Support our UN Security Council Efforts
In the early hours of the morning Australian time, voting for the two-year temporary seats on the Security Council. Five years in the making, we thought that the ballot would be tight, that it might take until the second round of voting, if at all, before we secured one of the two vacancies on offer. The odds were good, two out of three nominees would get up. Our competition was Luxembourg and Finland, with many believing the latter to be the overwhelming favourite to secure the first spot.
Ultimately, and surprisingly, Australia prevailed after the first round. One hundred and forty votes was more than enough to get us over the line in a contest requiring 129 votes, a two-thirds majority of the UN General Assembly.
The importance and efficacy of the position on the UN Security Council was questioned by some. What could a temporary spot on a flawed body, where a veto power exists, offer Australia? That was the main question asked. The absence of an explanation, other than having a seat at the table, surely added to the confusion and a lack of interest domestically over what such a role might bring.
In effect though, a short-term chair on the UN Security Council will actually mean little or nothing in the short-term and even less in the long-term.
However, while the benefits of having a spot on the Security Council are few and far between, now that we have won the election, it is important that the role is taken incredibly seriously despite the fact that there are many factors which make the role practically pointless.
Australia must, over the two-year term, make a lot of noise and throw itself at the role without fear or favour. To not now fully and actively engage with the actions and processes, whether flawed or not, would actually damage our relative standing in the world.
This government and the next must be willing to sufficiently fund the position for the entire period we occupy that temporary spot. By virtue of the fact that the Labor Party, through former Prime Minister Kevin Rudd actually launched the bid and continued with it, it is clear that the ALP have a commitment to fully funding the 24 months that we will have a vote on the Security Council.
It is also equally as clear that while the Liberal Party disagreed with the priority of seeking election to the UN body, and still appearing sceptical of the benefits of such a move, they will commit to taking the temporary tenure seriously if in government. The Shadow Foreign Minister Julie Bishop confirmed as much this morning.
But that commitment from the Coalition does not come without conditions and rightly so.
As Julie Bishop said, the Gillard Government must now, since it really failed to prior to the bid, set out a clear list of priorities for the two years we have on the Security Council.
Later this morning, after Julie Bishop’s comments on breakfast television, the Prime Minister outlined the key issues that will be pursued and not surprisingly Afghanistan was at the top of that list, closely followed by Syria. Action has already been pursued in relation to the former and ongoing commitments will undoubtedly be wholeheartedly supported by the Security Council and the UN as a whole entity.
In the case of the latter, Syria, concrete and decisive action has already been blocked by the obstructionist body, with Russia and China using the veto power . In that sense, Australia, needing to pursue action in relation to Syria, are and will be fighting a losing battle.
We must have a focus and also a recognition that we cannot save the world from itself, even individual countries, in such a short period of time.
In commenting on the win this morning, Julie Bishop made another very sound point. We must use our time on the Security Council to push for reform of the UN. That task is immense and we will inevitably fail. The threshold to force change in the processes and workings of the UN and the Security Council is as high as the bar is to actually get resolutions to pass. But this is too important to not voice an opinion on and a strong conversation at the very least has to be commenced.
The time for complaining about the bid is now over. The emphasis now has to be on giving our diplomats the resources and governmental support needed to give a difficult task their best shot. To do otherwise would mean showing contempt for the world.
How to Spend $25 Million and Not Gain Much
Early tomorrow morning foreign policy wonks will be sitting in front of their televisions, the radio or madly refreshing the pages of news websites as they wait to see whether or not Australia has secured a temporary two-year spot on the United Nations Security Council. Two of our senior politicians, the Prime Minister and the Foreign Minister have ventured to the UN in New York in recent weeks, scrambling to attract the vote of countries not already locked in behind either Luxembourg or Finland, our competitors for the two available places.
Domestically, there is not bipartisan support for the UN Security Council campaign. Former Prime Minister Kevin Rudd launched the bid and that has been carried through by his replacement, Julia Gillard. The Labor Party have plunged about $25 million into this electoral gamble, with relatively good odds. The Opposition on the other hand are against the bid labelling it wasteful and pointless, preferring a regional focus to foreign policy.
With the vote taking place in less than a day, what exactly would be gained by a victory in the vote at the United Nations tomorrow? What will change?
The obvious and most simple and straightforward answer is a seat on the Security Council, the most significant body within the UN structure. We would be able to say things, nice things and bad things about different peace and security issues at the table rather than from the periphery. Would that not be wonderful for us, to be able to chest-beat at the most significant international forum for a couple of years? How wonderful for us.
Then there’s the not insignificant factor of being able to engage with other nations at the UN Security Council. Well, that’s just brilliant. For two years we can have greater engagement with the world, a closer proximity that we couldn’t possibly have had without the UN. How our region would love it if we were to focus a little less on it for two years in favour of pretending we have the ability to save the world.
Australia would not just be able to praise or prod other nations with our words, or enjoy a temporary closeness with more of the world, oh no, we would even be able to vote despite the fact that we would only be there and able to vote for two years.
That vote would actually mean something too, sometimes. Sometimes our vote might align with the US, the UK, China, France and Russia. Well, most of the time we are probably going to be saying the same thing as the United States of America and United Kingdom, that’s the way the cookie crumbles, you know, allies and all that diplomatic and defence type stuff.
In other cases our votes might not align with the five permanent members of the Security Council and is that not the best eventuality ever? If just one of those 5 countries decides they do not like a resolution, they are more than welcome to tell a numeric majority of members where to go. That wonderful veto power has the ability to stifle action in some of the most grave matters the Security Council deals with. By doing so, it would render our voice useless.
So there you go. Basically we get to gamble away $25 million, win or lose. That’s great odds as far as gambling goes, for little actual gain if we win. For that price we have the chance to be great pretenders for two years. Twenty-five million dollars will buy us the right to have our middle-power thoughts disregarded from time to time over two years. But that’s okay given that we can share a short closeness with nations we could not possibly have engaged with outside of the Security Council. Then, after two years, everything will go back to the way it was. What then? Money well spent hey?
EU Nobel Prize More of Giggle Than a Full-Bodied Laugh
Have you heard that bit about the European Union? No? It goes a little something like this:
EU walks into Oslo City Hall, takes all the chairs and is awarded the Nobel Peace Prize.
Well, a number of people are viewing the awarding of the Nobel Prize for peace in that manner, a complete and utter joke. But, it’s not quite as farcical as one might think. Does it look good? No, not in particular. It doesn’t really matter what it was given out for, people have made up their own minds about this year’s recipient and their worthiness.
Perhaps the European Union receiving the peace prize was a not so clever ruse perpetrated by the committee, which had the intention of getting people talking about the award again, but that actually backfired?
Let’s begin to put the award in some context. What is the Nobel Peace Prize awarded for? Well, that’s all pretty clear there in italics. It’s about peace, or at least that was the original intention of the honour. The prize has come to mean so much less because the original intent of the this particular Nobel Prize, peace, has not always been behind the gifting of it.
The long-awarded prize has turned into a recognition, not every year, but from time-to-time, of relative peace rather than absolute peace on earth, sleigh-bells jingling and all that jazz.
Again, to the intent of the prize which appears lost on a number of people. It is about peace. The European zone, in case anyone hadn’t noticed, is going through a prolonged period of economic woes. They’re not great money managers, but that is usually a whole different story to being a peaceful or relatively peaceful region. Yes, we have witnessed scenes of less than peaceful protests, but that is slightly different to governments or individuals not promoting a wider form of peace.
Do economic woes sometimes lead to conflict? You bet. But precious few, indeed probably only the most uninformed, are suggesting that scenario carries any legitimate weight.
The Nobel Peace Prize was awarded to Europe for their post-war efforts in developing the region into a peaceful, relatively secure continent after World War 2. It is a recognition of the huge shift from a politically and geographically divided region into one of relative harmony, regardless of the much less than ideal way the continent decided to go about uniting. It is though entirely arguable that awarding a supranational institution, which has the ability to erode national sovereignty, is a stupid one. Again, it seems to hark back to the Nobel committee rewarding relatively peaceful, secure and democratic recipients.
The European Union being given the award is also just as much about the way in which it has promoted human rights. Few could deny that Europe, partly as a result of the shame wrought by World War 2 acts of barbarity and aggression have fostered a culture promoting the human rights of every citizen. The European Court of Human Rights is an example of one such institution which aims to further the cause of human rights across Europe.
Very few doubt the source of black humour that the award has become. In 2009 the award was bestowed upon the President of the United States of America, a world leader responsible for the increase of drone attacks which have killed countless civilians, among other things. Examples of recipients like this are probably playing a part in clouding the judgement of the masses.
The Nobel Peace Prize has been awarded to an institution. It is an example of a body set up with the express purpose of promoting human rights. That’s great, but the award should be limited to individuals, or at the very least small groups of individuals that aim to promote peace, security and human rights, governments and governing bodies should do this as a matter of course.
The 2012 award does not look great, but it’s far less humorous than many are making out. It appears there is a need for a vocabulary lesson in order for the difference between economics and peace to be distinguished.
A Day For Remembrance and Unity, Not Division
It’s hard to believe that ten years have passed since what people have called our 9/11. This was our great loss of ordinary, everyday Australians enjoying holidays and end of season sporting team excursions. It is the worst terrorist attack that our nation has had to cope with, 88 Australians dead out of a total death toll of 202 with more than 200 injured.
Last year the United States of America had the 10 year anniversary of their own mass tragedy, 2752 killed in a different place, but for the same unjustifiable lack of reason.
What must be said too, is that it is not just our loss today. While a great number of those murdered were Australians, families around the world, whose loved ones ventured to Bali are also going to be grieving today. It is as much their loss as it is ours. Their grief is no less than ours.
What could have easily split our region, but also our world along rigid religious and cultural lines has actually brought us together in a common bond, a shared belief in decency and respect for all human beings based not on religion, but humanity. The small number of terrorists that have tried to tear our region and world asunder because of hateful and warped ideology are losing and will continue to lose.
Two nations that had experienced a long and troubled relationship, including the split over East Timor just a matter of years before, could quite easily have further parted ways. Instead the leaders of both our nations managed, from the ashes, to piece together arguably a stronger relationship than we have ever had with Indonesia.
Survivors, families and friends have had to endure the full gamut of emotions over the last 10 years. From the initial anger and sadness felt by them, by all Australians back in late 2002, we have shifted to a point in time where, for many, all but the deepest of psychological wounds, the awful memories of devastating scenes, of people dying and dead, people injured remain. Many of the victims, their families and friends have truly reached a level of acceptance, that nothing can bring those they lost back. But the thoughts, the memories will remain forever.
Most of us would not be able to begin to imagine the loss incurred on a human, a familial, a personal relationship level. This is not because many people haven’t experienced death, many of us have. But what the vast majority of us have not experienced is the untimely loss of a loved one, a family member, a friend, a teammate. Nothing could prepare us for such an abrupt and unexpected loss. Nothing could have prepared anyone with any direct involvement for the mode of loss either.
Today is a day that has to be about remembrance, one that we can share with each other. It is a day for quiet reflection, for empathy. Supporting others is something that we as Australians do remarkably well, whether that be through charity, or just providing a shoulder to cry on, calming words and thoughts.
Today is also a day to remember what, because of September 11 in the first place, we are actually fighting for. For some we are fighting a whole religion and that is a misplaced thought, we simply are not. We are not because of the attacks on the western world, fighting mainstream Islam. In the main, what we are fighting is a warped, a truly ugly interpretation of the religion. Yes, we may be hoping to change some of the practices through our efforts in Afghanistan, such as those that see women as second-class citizens, but the primary objective of our mission is to tackle terrorism.
Despite what some people may think, Islam taken as a whole is not dominated by people wishing to do us harm. If it was, we would have been defeated and subjugated across the world by Islam a long time ago. Nothing is to be gained by ascribing the same label to all Islam because of a small sect that hold a particularly obscene belief based on a misinterpretation of the Qur’an which fans hatred and intolerance and leads to gratuitous violence.
Let today be a day of further healing within the families of victims, of their friends and of Australians. Let it also be another day of maintaining and further repairing ties between faiths and cultures and also the relationship between Australia and Indonesia. What today must not be is one of hatred and intolerance toward Islam as a homogeneous group. If we were to do that then we would be surrendering not just to reason, but also to those who perpetrated the horrific acts and those that still want to inflict death upon us.
The Security Council Is Still a Flawed Institution, We Still Engage Outside It
The Prime Minister has arrived in New York for a week of lobbying the nations of the world in order to secure one of two non-permanent seats on the Security Council, the key decision-making body for matters of security, though to describe it as a ‘decision-making’ authority is a bit of a stretch with decisions easily stifled.
The bid, first announced by Prime Minister Kevin Rudd four years ago pits us against Finland and Luxembourg, two European powers, with the powerful and large continent of Europe well and truly behind them. It is believed that Australia has secured the support of the majority of Asian, Caribbean and Pacific member countries and will seek to focus on lobbying African nations for remaining votes. The contest, a protracted process that the two European nations were in years before us, has reportedly cost $40 million over the last four years.
So why go ahead with seeking a spot on the Security Council? And is it really worth it, given the roadblocks that decision-making processes within the body face due to the veto powers of the 5 permanent members, who also possess veto powers?
Australia has certainly has a “proud track record of work within the United Nations” as the Prime Minister has said today, with involvement at its peak during the establishment of the UN, the replacement body for the League of Nations that came into being as a result of World War Two. Our involvement was heavy and meant punched well above our weight as a relatively new nation in the late 1940s and early 1950s.
However, in the Security Council world nations have failed, allowing decisions to be blocked so easily by China, Russia, France, the United States of America and the United Kingdom and that’s before you take into account the scale of a vote needed to pass a resolution without a permanent power using their veto.
Our bid, it is true, means greater engagement with the world, but is a bid for a highly flawed institution necessary to achieve greater engagement with the world when major decisions regarding peace and security can be so easily stopped in their tracks by a small number of countries within the Security Council? The answer is a resounding no. $40 million seems a pretty high price to pay for little material difference to the peaceful interactions of nations and between countries and their people.
Not being a part of the Security Council does not mean not engaging with the world, but means going about that engagement from a different direction. No matter what happens, and it seems a high probability we will not secure a temporary seat at the table, we will still be a part of the UN, retaining our seat in the General Assembly. On top of that, we have the World Trade Organisation, the IMF and the World Bank for global interaction, albeit not in peace and security circles, but that does not necessarily need to be the main game on the global for a middle power like Australia.
Australia as a nation outside of the Security Council has involved itself actively in matters of security around the world too, particularly over the last 10 years, interacting more with major powers like the US and the NATO organisation with our efforts in Iraq and currently still in Afghanistan. We’ve also played a major part in peace and security concerns in our region, heavily engaging with Indonesia since the Bali bombings which killed 88 Australians. We’ve also engaged in East Timor and the Solomon Islands, trying to bring independence, peace and democracy to the former and aiming to restore peace and security in the latter.
So really, a place on the Security Council, a temporary one at that, for two years, is redundant. It is so not just because the body itself stifles any action in areas of peace and security, but because Australia as a nation has engaged, most importantly in our direct region in such ventures, but also more globally with the US and NATO in Iraq and Afghanistan. The good news is that we can continue to do that in a more targeted and effective manner from the periphery. Oh, and also, we might not even get there in the first place, what then? The sky won’t fall in.
