Question Time Ahead of Time

It’s Wednesday and another day of Parliament and the requisite Question Time is upon us and it promises to bring much of the same drama, shouting and laughter we have come to expect, particularly during Question Time. Today’s session also promises to bring much the same line of questioning from both sides of politics, but likely not the cross-benches. This means parliament is set to continue debate on the economy, carbon tax, Minerals Resource Rent Tax (MRRT), Private Health Insurance Rebate and the Fair Work Australia (FWA) investigation into Craig Thomson. A further event past that is likely to attract attention is the Australia Day protest which overnight saw a new development with footage of a key player, Kim Sattler being brought to light.

The Coalition is likely to continue its attack with a three prong  mix of the carbon tax, FWA and Craig Thomson and the means testing of the Private Health Insurance Rebate. It is also now likely that the Opposition will pursue, with renewed vigour, the events of Australia Day. The questions will likely pursue the same lines of inquiry that have been displayed so far this parliamentary year.

The Government are also likely to continue on the same line of attempting to establish a narrative as good economic managers which is failing to cut through if the latest poll is any indication as far as team performance goes. Once again, Government questions, or Dixer’s will focus on the strength of the economy related to others and on the spending that is occurring under this Government.

Again the Speaker will have a tough time controlling the parliament with members likely becoming more raucous as the time flies by and the likelihood of the 94a being utilised is high. The reforms to the lengths of both questions and answers does not seem at all to have changed the tenor of the debate with much of the same nonsense, just less time to fit it in.

The rundown complete, you know have the tools to follow Question Time a little more closely, beginning at 2pm AEDT on both your radio and your television. I won’t be missing it, will you?

Question Time Ahead of Time

Day two of the second week of the parliamentary year is upon us and is not likely to disappoint with more of the same narrative from both sides likely to dominate during the parliamentary sitting day. There may well be an added ingredient slipped into Coalition questions which will cause them great fits of laughter and smiles spattered throughout Question Time.

The Coalition is likely to continue to pursue the Government over the Craig Thomson affair and the long-running Fair Work Australia investigation causing much annoyance and disbelief. The Tony Abbott led Opposition will also likely pursue the Government over the carbon tax, the Minerals Resource Rent Tax (MRRT) and the upcoming legislation to means test the Private Health Insurance Rebate.

Likely to provide added energy and vigour into the Coalition questions to the Gillard Government in Question Time is the Four Corners program last night which aired some claims which will be particularly uncomfortable for Prime Minister Julia Gillard and the ALP caucus already under pressure from many quarters. Just how these factors will be slipped into Opposition questions will be interesting to watch and certain to provide to the theatrical nature of Question Time.

The Government will certainly continue to try and plot its narrative in economic management, despite recent polling showing that this message is not cutting through to voters like the Government would have hoped. Already in progress and foreshadowed job losses will make that narrative even harder to prosecute even if the dollar is realised as a major factor.

Question Time yesterday was quite volatile compared with any of the days last week, not just because of the cross-chamber barbs and yelling and raucous laughter but because of the removal of more Coalition members under Standing Order 94a than many would have expected given last week.  The length of respective leashes will certainly be one to watch.

Given the complex and intriguing mix of events, policies and politics likely to pervade the questions during the session today, it is entirely possible for it to be the most anxious, loud, giggly and angry Question Time of calendar year 2012. You know the drill, 2pm AEDT, and if I can get into the parliamentary spirit of plagiarism, “be there or be square”.

Question Time Ahead of Time

Parliament resumes today for the second parliamentary sitting week of the year and the same areas of debate are set to continue but other policy areas will be added to the the mix. As well as the economy, Craig Thomson and Fair Work Australia (FWA), the carbon tax and Minerals Resource Rent Tax (MRRT) you can expect the Private Health Insurance Rebate means testing and the introduction of two bills on gay marriage will spark debate.

The Opposition will certainly continue to focus on the FWA investigation into Craig Thomson which has taken too much time to conclude. The Abbott led Coalition will also likely focus questions around the Private Health Insurance Rebate means testing, the carbon tax and the Minerals Resource Rent Tax, the latter two in the prism of an economy which could be in strife were Europe to collapse again this year.

The Government will again focus the deployment of the Dorothy Dixer to prosecute what they view as their strong-point, the economy. These questions will undoubtedly focus on policy measures which have provided or will provide in the near future for the electorate rather than on the budgetary situation itself, unless in comparison to the world.

Marriage equality is not likely to result in a question from the Opposition or the Government, with both sides not fully behind the idea, but we may see an Independent MP, likely Andrew Wilkie or the Greens MP Adam Bandt if they are allocated one of the questions for Independent MPs in Question Time today. This comes on the back of two different bills being put to the House today on marriage equality, one from Adam Bandt and Andrew Wilkie and the other a Private Members Bill from ALP MP Stephen Jones.

The unknown factor is, as always whether there will be any ejections during Question Time, especially since the warning has been removed by the Speaker, Peter Slipper, though if last week is an indication, there will not be a large number warming  the parliamentary cafeteria seats early.

The one thing we do know is, like always Question Time will be loud and even though there isn’t supposed to be, likely also debate. We will look to about 3pm AEDT to see if the Abbott censure motion creeps in just in time for the end of Question Time. That is also a distinct possibility.

The Sunday Sandwich (That’s a Wrap)

Hello and welcome to the very first Sunday Sandwich at my new blog. We have now endured the first parliamentary sitting week of 2012 with little if any skin taken off. The lines of attack and corresponding defensive moves were played out in the media in the early weeks of 2012, giving us an indication of what the debate will be about for the year ahead. The economy and taxes, Craig Thomson and the events of Australia Day in Canberra dominated the week which saw the new Speaker stamp his own personal mark on the parliament and some policy-specific machinations.

The Gillard Government positioned themselves this week in Question Time in particular to be talking all about the economy in relation to domestic economic policies and with regard to international comparison. The overwhelming number of Dorothy Dixer’s were on the economy for the entire week.

The Opposition also promised to bring on debate and question on the economy and did so. However the Coalition also took to battle in a big way on the FWA/Craig Thomson debate/farce. The economy from the Coalition perspective was approached by questioning the ALP Government on the suitability of introducing new taxes, that is the carbon tax and the Minerals Resource Rent Tax (MRRT) in times of global uncertainty.

Also on the economy, the Abbott-led Opposition came under attack from the Gillard Government over comments this week seemingly showing a back-down from a commitment to a budget surplus in 2012-13. It was probably a good idea for Andrew Robb to come out and be refreshingly honest about budgetary prospects for an incoming government, not least because we do not know where the books will be whenever the Coalition next takes the government benches.

It was also correct for the others in the Shadow Cabinet to be saying that the Coalition would deliver a surplus in their first year in government, at this stage looking like some time in 2013, if the Government were able to deliver their promised surplus.

The disparate responses from senior Coalition frontbenchers did take some of the heat off the Government, and should have been avoided but probably did not have as much of an impact as some commentators are making out.

The new Speaker of the House of Representatives this week brought back some of the traditional style of parliaments gone by whilst at the same time keeping commentators and viewers wondering what the Slipper speakership would bring, particularly for his former side, the Coalition.

Peter Slipper decided to bring back the Speaker’s robe for parliamentary sittings and on the last day a plain white, droopy silk bow-tie. I am quite a fan of following parliamentary tradition so I thought that this was a welcome re-introduction of what has often been missing under recent Labor Speakers.

There is no doubt that there was some consternation, particularly in Coalition circles as to how tough Mr Slipper would be on his former Coalition colleagues prior to this week. A lot of that was borne out wrong with the Speaker only booting a couple of MPs from the Coalition side, when based on events of last year it could easily have been more than a handful or two.

Speaker Slipper brought some welcome changes to the start of the parliamentary year which will apply for the duration of his speakership, or at least until or if they are altered further. This included no warnings before removal under Standing Order 94a for unruly behaviour, 30 second questions and 3 minute answers. All positive developments in a way but areas that can be worked on further.

The other big story of the week was the argument over whether or not the Private Health Insurance Rebate should be means tested for higher income earners. Despite the debate and some of the evidence, it became clear by the end of the week that the Government was able to drum up enough support for the passage of this measure.

So another week in Australian politics flies by at warp speed, with the political noise at times breaking the sound barrier and lucky to not be heard in far off lands away from Canberra. The noise is set to continue with parliament again sitting next week and the same debates likely to be prosecuted by the respective sides of politics, all eyes will be on the tenor of that debate and what other political and policy nuggets that may pop up to be used and abused.

Question Time Ahead of Time

The second Question Time of the political year is only hours away and if the short affair yesterday is any indication then it will certainly be another rowdy affair. Yesterday questions were dominated by the topic of the ec0nomy, albeit from different angles from either side of politics. Nevertheless the Craig Thomson affair was broached as was a dental scheme in Medicare by the Greens MP for Melbourne Adam Bandt.

The Coalition does look set to continue to focus on the economy in their questioning of the Gillard Government in relation to spending and therefore the NBN as well as taxation, read the Minerals Resource Rent Tax (MRRT) and the carbon tax. The investigation of Craig Thomson by Fair Work Australia (FWA) should also be featured, likely more than yesterday. Whether or not the questions are about the Gillard Government having faith in the MP or the body conducting the investigation is another story, though for my mind it is likely both would be canvassed, even in the same individual question.

The Government as they did yesterday will also likely focus on the economy as it has been foreshadowed as the issue of focus in recent weeks, the Government conceiving it as a comparative strength. Questions will likely focus on what benefits people will get from the spending and taxation the government has undertaken or has legislated to undertake. The ALP Government through its Prime Minister and Treasurer will also likely focus on the Australian economy with other economies, particularly European ones.

One unpredictable factor is the issues that will be canvassed by whichever Independent MP/s will be given the opportunity to answer a question, though you can be sure that if it is one of the rural and regional MPs, the questions will either be on further regional assistance or a “half-dixer” on issues the Gillard Government agreed to support them on in return for helping deliver the ALP minority government.

Another factor in the boisterous affair that is Question Time, as far as the House of Representatives is concerned will be robed Speaker Peter Slipper who has brought new rules to bear in the conduct of Question Time. From yesterday on, the Speaker indicated that there will be no warning of MPs who are too disorderly, the dreaded 94a now at risk of being used on a more regular basis.

The Speaker also flagged further changes to Question Time in relation to the time length of both questions and answers. This is a very positive development and with a reduction in time out goes some of the mindless rubbish and confected anger that all too often invades Question Time.

The scene is set, the participants in Canberra are ready for the main event that is Question Time in just under 4 hours from time of writing. Will my predictions play out, unlike my Coalition predictions yesterday? Will I be blindsided again, predicting the wrong parliamentary tactics? Be watching or listening at 2pm AEDT to find out.

Watching Those Who Are Not Whale Watchers

The overnight boarding of a Japanese whaling support ship and subsequent detention of the people involved has again raised the question of the legitimacy and political/policy sense of having a vessel patrolling those waters during the whaling season.This morning the Leader of the Opposition, Tony Abbott reiterated a call for a customs boat to be policing the area when the whaling season is in force. This was met with a rare show of support for the position from the Australian Greens through their leader Bob Brown.The Government rejected the idea outright with Nicola Roxon labelling the idea as pure “chest-beating”. Ms Roxon affirmed that the Australian Government would continue to proceed in a diplomatic manner on both the specific and broader issues.

The use of an Australian customs vessel or the like, can be done in a sensible way, but there are some specific things any expedition of this kind must keep in mind.

Firstly, before any voyage of an Australian vessel into Antarctic waters during the whaling season, the Australian Government must make it abundantly clear to all, including participants from both sides and the Japanese Government that we do not support the horrific slaughter of some of our most endangered creatures. It must also be made clear to all participants that the Government does not condone the cowboy actions of a select few activists that think vigilantism is the way.

So here is how such a patrol could work…

An Australian Customs vessel or similar would make its way into the area ahead of the commencement of the whaling season, preferably and if possible, prior to the arrival of the Japanese fleet.

Any Australian Government vessel proceeding to, or once in the whaling zone must not be seen to be “baby-sitting” the anti-whaling fleet. Communication between the Sea Shepherd group and others should be kept to a minimum whilst in the area.

Where possible any deliberate acts of sabotage from either side should be policed and dealt with appropriately.

There is no denying that such a move is difficult for the reasons discussed, but is not impossible and certainly not unworkable even if it causes a little diplomatic pain. However, in my view, the diplomatic grievance would be much larger from the ICJ case.

In a Year of Decision and Delivery is it the Number of Bills or the Reform Nature of the Bills That Matters Most?

Much has been made of the frankly dreadful year that the Gillard led ALP Government have endured in 2011 against the Abbott led Coalition. The Government has claimed that Tony Abbott is a “wrecker”, but the evidence just does not stack up on that, in fact it points to him having not succeeded in that at all. The only bill shelved so far has been the so called ‘Malaysia Deal’ and that would have been an absolute shame to have seen it go through the parliament.So what matters most when deciding whether the “year of decision and delivery” has been a successful one for the Government? Is it the quantity of bills passed by the parliament (apparently 250 when parliament adjourned for 2011) or is it the quality? In other words depth and reformatory nature of the bills passed.

As just mentioned, no less than 250 bills have been passed by this Labor Government in this sitting year of parliament. A pretty impressive number one would have to admit on the face of it, meaning that a lot of work was certainly done by the Government in the relatively few sitting weeks of parliament.

What the 250 bills passed does not tell is the nature of the bills or the complexity of the legislation that was put before the house. Indeed, the sheer number of bills passed indicates to me that the absolute vast majority were not of a major policy shift or innovation. It indicates that the vast majority were indeed lacking in controversy and by nature, mostly amendments and additions to existing legislation.

So then we must look at the amount of bills of a major nature that made it through both houses of  parliament or those that have gone through the Lower House and are likely to pass the Senate early in 2012.

This year saw the passage of the National Broadband Network (NBN) related bills, the Carbon Tax legislation (all 18 related bills) and the bills for plain packaging of cigarettes through both houses. The Minerals Resource Rent Tax went through the Lower House just last week and will be off to the Senate early next year.

The sheer number and complexity and indeed controversial nature of the major bills passed means some credit should be given for getting them through the parliament at least.

The carbon tax however, is still at this stage a major political problem for the Gillard Government with the public not at all expecting a carbon tax from our current Prime Minister and getting one after a blunt promise was made that Australia would not have one. So effectively, you could cross that off the list.

The NBN is an extremely expensive proposition that will continue to cause some problems but is more popular than the carbon tax and therefore unlikely to see votes seep from the ALP. However, if cost predictions blow out or there are roll-out problems this could cause major headaches the the Labor Government.

The Minerals Resource Rent Tax looks fairly certain to pass parliament, perhaps with further amendments from the Greens in the Senate and is a popular policy with the wider electorate. The Government though will have to watch that the revenue predictions are correct and that a hole doesn’t open up when the Government begins to fund some of the tied in schemes.

The plain-packaging laws are an entirely new proposition globally with the Australian Government being the first to embark upon them. On the face of it, the idea seems to be a very sound one given the immense costs to the health budget from the deadly product. There will be a worry though about trademark infringement which may end up costing the ALP Government significant money.

So the Government you can safely say has completed a fair volume of work in 2011, which if you are of the same ideological bent as me, is not always a good thing, in other words, likely created even more regulation. There are also cautious congratulations due for plain packaging of cigarettes for fear of court challenges and a ‘watch this space’ for the cost and revenue impacts of the NBN. The Carbon Tax and mining tax, well you have heard enough anger about those already.

So clearly it is more about the depth and complexity of bills  far over and above the sheer weight of numbers which are often just a ‘quick fix’ amendment or addition. By any estimation though, the Gillard Government has had a truly awful year, a large blame for that the carbon tax broken promise, but that was not the only thing.

Farewell Speaker Harry Jenkins, Even the Ideologically Opposed Will Miss You

This morning as I was out and about I learnt over Twitter that the Speaker of the House of Representatives, Harry Jenkins had resigned his post. His reason, to sit as an ordinary Labor MP and again be involved in partisan politics with the ALP.In my relatively short time observing politics, Harry Jenkins the Member for Scullin as I have observed, has been the fairest Speaker of them all.

Compared to the noise of the MP’s he was tasked to keep in order, Harry Jenkins is and was as Speaker a relatively softly spoken umpire who had the ability to bite and bite back and be assertive as his tough role required.

His, at least in his second term as Speaker, was a job made even more difficult by natural party allegiances which in this ‘new paradigm’ had to be cast aside swiftly to fit into the new role and definition of an independent Speaker of the House.

As much as some of those on the right will hate to admit, ‘our Harry’ was one of the best of them all, giving a ‘long leash’ when required and ‘cracking the whip’ when the situation dictated it a necessity. I cannot speak for all of us unfortunately, but I wish you luck in your renewed career as an MP. I look forward to the possibility of the new Speaker calling you to order for interjections across the chamber and hope you are not the victim of too many 94a’s.

Great Steps Forward with the US, But Where Were the Substantive Bilateral Business Improvements?

The US President or ‘POTUS’ as he is also known is finally on Australian soil meeting with our political leaders after previously having to cancel other planned visits to our fine land. The two day, visit has been dominated by prior speculation on the touted and now confirmed increased US military presence, particularly in the north of Australia commencing from 2012.The question is: What about an increased bilateral business and economic relationship that you would hope for with a state visit like this?

The best case scenario is that talk of an increased Australia-US bilateral relationship was merely disguised by the announcement and subsequent media focus almost purely on the military build-up and the ceremonial proceedings since yesterday evening.

Yes, the recently accelerated talks of the Trans-Pacific Partnership (TPP) which occurred at APEC are indeed a positive move for both Australia and the United States of America, but they do not provide an immediate or  even semi-immediate and bilateral boost to the business relationship our nations share.

Indeed, the only concrete talk I have heard of an increased business relationship on a bilateral level during the trip so far has been in the prism of the TPP and in the business of military. There has been little talk, except in relation to the TPP of the US and Australia respectively opening up our markets to each other, particularly how, when and in what specific areas. Don’t get me wrong, multilateral relationships are good in economic and foreign policy, but immediate bilateral focus could be more mutually beneficial in the short to medium term.

For example, there is a great deal of scope to look at the opening up of the US market further, in part for our quality cattle and just as importantly, some of our most significant crops. Some of these have been either effectively or completely shut out of  the American market, even under the Australia-US Free Trade Agreement. These are however areas which appear likely to benefit in the future if the TPP does effectively what is being promised by the powerful leaders of APEC.

Mark my words, this visit has so far been a successful and very productive one as far as our personal and military co-operation . What I am saying is that we should have been hearing more specifics about a deepening Australia-US economic relationship to be coupled with our military and diplomatic friendship which has continuously been built upon since the ANZUS agreement was signed 60 years ago. The Free Trade Agreement we have with the US is a good start and needs to be built upon and our two nations need to look at opening up new and emerging markets as well as those well established and of immense importance to our respective nations.

Uranium to India? Let’s Wait For Them to Sign the Treaty or Send it Elsewhere

The Prime Minister, Julia Gillard announced yesterday that she would seek from her party at the ALP National Conference a reversal of their parties ban on uranium sales to nations that have not signed up to the Nuclear Non-Proliferation Treaty (NNPT). The Prime Minister sought this shift in policy to allow uranium sales to India.Since this decision was made there has been widespread debate and opinion as to whether or not this change in policy was a good idea, what the motives may be behind the move and what possible outcomes this could herald for the non-proliferation of nuclear weapons or otherwise.

The Gillard Government in announcing the policy has indicated that it will be asking India to comply with what they say are strict safeguards of similar nature to those required by the International Atomic Energy Agency (IAEA). The Labor leader has also said there will be strict bilateral transparency arrangements relating to the trade and subsequent usage of Australian uranium.

This begs the question: If there is only a slight difference between the oversight provided for under the proposal and that which the Indian Government would be subject to under the Nuclear Non-Proliferation Treaty, then why should India not just sign up first?

The answer that both the cynic in me and the realist comes up with, is that then, it would be a lot harder for India to pursue nuclear weapons and related defence materiel if subject to the full auspices of the IAEA.

At the same time that raises concerns that the oversight allowed under the agreement that is sought might be limited in its width and depth. In other words, does not take into account, that with the extra uranium from Australia, it is possible for India to undertake a wider weapons program with uranium sourced elsewhere.

Sadly, with or without the nuclear weapons treaty, the Indian Government experiences high levels of corruption so the prospect also of some form of clandestine weapons buildup is an easily fostered proposition in such an environment. Consequently, it is possible then that less sophisticated nuclear weaponry could be constructed in or brought to India.

Therefore, it is probably best we increased uranium exports to nations that have signed the NNPT, that still may have existing nuclear weapons or in the very best scenario export more uranium to nations with nuclear power needs and no known or documented warheads.

Those are not the only issues out there, there is also the issue of another back-flip from Labor on their traditional ideals, this coming from the party which doesn’t agree with having nuclear power domestically, but is now happy to provide for an acceleration of it elsewhere.

In any case, while we may be able to at least reasonably guarantee that our uranium will not go toward weapon development, we cannot say absolutely that the extra uranium from Australia would not give India the means and capacity to pursue weapons development. It is this uncertainty that should create enough doubt on the propriety and sense of pursuing such an agreement.
