Budget 2012-13: The Purported State of Affairs

Finally that one night of the year where the government of the day outlines the broad priorities (and not so much priorities) to be focused on in the coming fiscal year has come and gone. It has been an extraordinary period leading up to and including the budget with leaks and announcements far outstripping those of previous years, probably down to the fact that the government, so badly suffering in the polls needs as much clear air and momentum as they can get, if only to simply keep treading water.

So what is the state of play with some of the projections on the state of the budget for 2012-13 and beyond?

Well, the Gillard Government, through Treasurer Wayne Swan announced this that after year after year of deficits the fiscal year ahead would see a surplus achieved of $1.5 billion according to their word anyway. Not only that, but according to projections, the next 3 budgets after that would also be in surplus, with the leftover funds growing year by year over that period.

The budget papers announced that over $33 billion would be cut from the budget to make way for the very slim $1.5 billion dollar surplus with defence spending a massive loser, being cut by approximately $5.5 billion

For all the fuss over the cuts and deferrals of spending announced in the fiscal statement, there was also a number of new announcements outlined in the papers, not least of which includes a $3.2 billion package for aged care and $1 billion over four years for the establishment of the National Disability Insurance Scheme, the  latter a much talked about but until now lacking in detail initiative.

But alas the exercise tonight for the Gillard Government was more about political ends and achieving a budget surplus in an attempt to regain at least some political favour. Journalists tonight by and large certainly seemed more than willing to assist the Labor Party in their quest to be widely celebrated for the budget, with many consistently referring to the budget, which won’t see its final results until mid next year at the earliest, constantly referring to the budget actually being back in surplus when that is so far from certain.

Indeed, with a wafer thin surplus of only $1.5 billion and with still uncertain global conditions and the possibility of future domestic shocks, not to mention new and necessary spending requirements, the idea that the budget would even be in surplus when the time comes is at best incredibly iffy.

The budget has been and will be viewed as a win for many low and middle income earners, with the odd exception mixed in and a loss and letdown for business who had hoped for and expected much more from the government given the rhetoric.

The big sell begins now. The Government have certainly tried to buy back some votes, but it seems incredibly unlikely that the budget will be a game-changer when the players are not even listening anymore and have stopped participating in some cases.

Question Time Ahead of Time: Budget Day Special

It’s that special day that comes around but once a year. It’s that day when the Treasurer strides to the despatch to spend a good amount of time outlining the budget priorities for the fiscal year ahead, what will be key priorities and what will be the focus of cuts. Undoubtedly too, in times like these deferrals also form a part of the budget.

Question Time and the House of Representative sitting itself today will be the first one out of the chair for Peter Slipper since taking the role while investigations continue into claims of misuse of Cabcharge and sexual harassment are investigated. This puts ALP MP for Chisholm and Deputy Speaker Anna Burke in the chair for Question Time and the all important budget address and could see fiery exchanges if the last time Ms Burke was in the chair for a brief period in Question Time is anything to go by.

The Coalition will quite likely not be focusing entirely on the budget in this sitting of Question Time, commencing just five and a half hours before the budget is delivered from the House of Representatives at 7:30pm. Aside from the budget and the new spending, cuts and budget tricks, the Coalition will still likely ask questions on the carbon tax, maybe the Minerals Resource Rent Tax and perhaps even Craig Thomson and Peter Slipper investigations, the latter of which reached a head yesterday with a Fair Work Australia report yesterday naming him hundreds of times in relation to alleged wrongdoing of a civil nature.

The Gillard Government will likely focus all of their efforts in Question Time through the Dorothy Dixer on key aspects of the budget that they believe will be items which have electoral benefits for them. To this end, questions from their own side will likely focus on the National Disability Insurance Scheme, the aged care reforms  and the cash handouts for education.The government will also likely focus on the fact that they are trying to return the budget to surplus for financial year 2012-13.

Question Time as always begins from 2pm and can be caught on your television, radio or computer.

Budget Announcements and Half Announcements are Outdoing Possible Leaks

It is a regular feature of Australian politics that in the days and weeks leading up to the delivery of the budget by the Treasurer of the day budget leaks and rumour generally abound from the Australian political centre that is Canberra. This year however, announcements of budget items seem to have outdone the whisperings about possible spending allocations and cuts that followers of politics are used to leading up to that Tuesday in May when the Treasurer steps up to the despatch box to inform the country of their governments fiscal priorities.

There has been, for some days now a rumour abounding in Canberra and fuelled by the heightened interest of politicians in ensuring it does not occur, that the Gillard Government is set to announce cuts to the foreign aid budget.

This follows a promise by Labor, under former Prime Minister, now humble backbencher, Kevin Rudd that the Labor Government he once led, would increase foreign aid spending to a total of 0.5% of Gross National Income (GNI) by financial year 2015-16.

The belief around Canberra and the aid sector seems to be that the government are set to scrap their commitment to head toward spending on foreign aid of 0.5% of GNI.

The rumour mill surrounding this has almost exploded from being overworked and it would appear, with the strength of the political backlash to the simple report of this possible move that there has to be a real element of truth in it, without any real details having been leaked on the matter. So this item, almost alone in specific and credible rumours will be one to keep an ear out for confirmation of or otherwise from 7:30pm next Tuesday, May 8th.

But for this one real virulent rumour there have been more confirmations of and half announcements of both cuts and new spending to be allocated in what the Labor Government hopes will be a budget that returns to surplus in 2012-13.

Aged care is set to be overhauled in the 2012-13 budget to be delivered by Treasurer Wayne Swan on Tuesday. Back in April it was announced that the government would commence, on the 1st of July 2012 a ten year plan costing $3.7 billion to transform the way aged care is delivered, allowing more people to seek care in their own homes and making the cost of aged care homes easier to bear for the most financially vulnerable.

The Australian Government, via Prime Minister Julia Gillard on Monday at the NDIS rally in Sydney half announced that there would be an allocation of funds toward starting the National Disability Insurance Scheme a year earlier, commencing at 4 different launch sites from July next year.

But it was only a partial announcement from the PM, albeit a very welcome development for Australian’s with a serious and permanent disability and their families and carers. Prime Minister Gillard announced that next year these 4 launch sites would assist an initial 10,000 Australians with a disability and double the next year to provide help to another 10,000 people.

What this announcement lacked was detail, including most importantly, the estimated cost of the program rollout, but also what parts of Australia would be given the opportunity to be covered by the Medicare-like framework. The PM said we must wait until the budget for the details, a real tease, if not a hope building one in this important area of government policy.

In a budget where the expectations were for savage spending cuts, a new spending initiative is a very interesting element in the budgetary discussion which is ramping up five days from its announcement.

Today too, the government have announced $214 million toward the planning of 12 new submarines to replace the Collins Class fleet which had their troubles, particularly in the initial stages of development and operation.

Again though, for these not insignificant spending allocations, the Labor Party have also flagged ahead of May 8, areas where they will seek to slash or defer public spending.

The government today also announced in the area of defence spending that there will be both cuts and the deferral of spending in the area of purchasing defence materiel.

It was announced today that the planned requisition of self-propelled artillery will be scrapped altogether and this alone would save the budget bottom line a total of $250 million dollars.

The trouble-plagued delivery of the F35 Joint Strike Fighter (JSF) will be delayed two years from the previously expected date of receipt, moving our acquisition of this defence capability into line with that of the US. In doing this $1.6 billion will be saved from the budget from this measure by itself.

In announcing the cuts to defence spending, both the Prime Minister and the Minister for Defence, Stephen Smith assured Australia that defence cuts would not impinge on or include cuts to spending related to our operations in Afghanistan and elsewhere overseas.

The leaks and rumour mill have been almost non-existent over the budget-planning period and look set to remain minimal with only three full working days left before the final announcement of spending priorities occurs in Canberra. This could be put down to the poll woes that have faced the government for a prolonged period of time, trying to get some messages out early to cloud what is supposed to be a difficult budget, according to the warnings repeatedly given, no matter how unbelievable.

Nevertheless it has been an interesting exercise to observe the seemingly comparative lack of rumours as we hurtle toward the 2012-13 budget.

The Keneally Solution Emerges

Last night former New South Wales Premier and current NSW Opposition backbencher provided some interesting advice to the ailing federal Labor Government headed by Prime Minister Julia Gillard. That advice, given on a political program on Sky News last night by the once Premier of the state of New South Wales was for the federal parliamentary party to completely revoke, or at least water down the controversial carbon tax which is set to come into force from the 1st of July this year after passing both houses of parliament.

The intervention and advice in this is as surprising as it is late, coming well after the passage of the carbon tax bills through the parliament and just months before the legislation takes effect and well after the political damage has been done.

In the first instance, the political damage inflicted by the instigation of the carbon tax has already been achieved with the broken promise after the August 2010 election which delivered a minority government that has been a source of much political drama.

Secondly, the political woes of the Gillard Government certainly started and are based in a significant way on the carbon price legislation sprung on unwary Australians thanks to the minority government situation in Canberra. However, since that time, the woes of the ALP Government have extended well beyond just the broken promise on the carbon tax package.

They now include other scandals involving the ALP including the Health Services Union scandal that has  enveloped the Member for Dobell under a cloud of allegations, as well as the recent allegations against the new Speaker of the House of Representatives, Peter Slipper, the former Liberal Party MP and Labor choice to replace Speaker Harry Jenkins.

The Prime Minister has over the weekend made moves to distance the government from Mr Thomson and Mr Slipper, with the former agreeing to being suspended from the ALP, to sit on the crossbenches until the allegations have been resolved and the latter agreeing to stand aside longer, until allegations have been dealt with fully.

But these alas are just paper fixes. They will make very little difference to the functioning of the tiny government majority, with it reduced by 1 but still with Mr Thomson admitting that he will vote with Labor on the floor of the parliament.

But back to the calls from Kristina Keneally.

Were the Gillard Government to remove the carbon tax fully they would willingly open themselves up to further attacks from the Opposition similar to attacks being made now over the legislative package,

By moving to not implement the Clean Energy Future package in full, the Prime Minister would in effect be arguing that the Opposition attacks were all correct, that the costs are too extreme and damaging to Australia.

The second option offered up by Ms Keneally would likely cause the same arguments from the Opposition. That is, by offering more compensation and making the tax less severe in other aspects, the government would again be acknowledging that there is much pain within the policy a matter of weeks away from fruition.

The Greens in this whole affair, were it to take place would be in a very difficult position. They wouldn’t support it being watered down, let alone removed altogether before it even started but at the same time, they certainly wouldn’t be getting anything remotely like the current package under the Coalition if they were to become government.

In all this, the government has come out and said that they will not be pursuing the pathway that the NSW politician Kristina Keneally has suggested would help. They are wedded to it.

Changes to the package or its non-start may save some big scalps from humiliation next election night, but alone would not prove enough to reverse the electoral fortune that continues to be told month after month.

In all this, the simple fact remains that the Gillard Government would have to perform an amazing feat on top of removing the carbon tax to get close to winning government, including reversing history which might just prove quite difficult for the ALP to achieve.

Positive Signs on NDIS from the Prime Minister as we Await the Budget

Today in Brisbane, Sydney, Melbourne, Perth, Adelaide and Hobart rallies were held as a show of support for the policy of a National Disability Insurance Scheme (NDIS). Those who could converged on events in their capital cities with their friends, families and supporters of the cause to put a strong public face to the calls for action in the often neglected and always underfunded area of disability policy. Today the silent  minority, Australia’s largest minority in fact, found their collective voice.

The numbers were propped up in many cities by the presence of politicians of all political colours, with attendees at different rallies around the country including the Prime Minister, Minister for Disability Reform, the Parliamentary Secretary for Disabilities, the Shadow Minister for Disabilities, Attorney-General and others.

It was a red sea of sorts at rally locations around the country. All in attendance were united in the fight to pursue the announced but not yet commenced policy development and implementation of the NDIS which the Productivity Commission has identified as a necessity for so many Australians who receive little or no support  and face barriers of inclusion because of their impairments.

Speculation surrounding the NDIS and the upcoming federal budget has been rife in recent weeks, with speculation mounting that there would be a significant announcement in the fiscal statement on the evening of May 8 on the future of the policy.

Today the Prime Minister announced, at the Sydney NDIS rally that the speculation was indeed true, though, giving us the detail of an earlier commencement of the scheme, but teased us with just how it would be funded, saying we would have to wait for the budget to be told how the quicker rollout would be achieved.

Prime Minister Gillard today announced that the Medicare-like scheme would commence in July next year in four sites around the country, helping approximately 10 000 people with significant and permanent disabilities seek the treatment and care that they need to be able to, in many cases, perform basic daily functions.

The Prime Minister also stated that those covered by the program would double to 20 000 by the following year after the initial implementation of the scheme.

Probably of most importance and central to the delivery of this policy promise, the Prime Minister announced the establishment of the agency to oversee the NDIS. The new body to oversee the delivery of the necessary care and support programs will be called the Disability Transition Agency.

For their part, the Coalition came out in strong bipartisan support again for the NDIS, as they have reaffirmed in recent weeks save for comments from the Shadow Treasurer questioning how the federal government would be able to fund the scheme.

But nevertheless, Mr Hockey reiterated that it was an “extremely important” initiative and that it did have bipartisan support.

Truth be told, the scepticism will probably continue to exist until the budget and even the eventual delivery of the scheme. People with a disability who cannot help themselves and their carers have been let down time after time with piecemeal action in this big and complex policy area and even a reluctance to deal with the issue since de-institutionalisation.

But the budget should and will go a long way to placating many of those who are wary about how the promise will be funded and in any case, the query seems to be more about how it could be funded in what we have been warned to expect to be a tough budget with the government trying to return the budget to surplus.

What is important in the end is that the bipartisan nature of the NDIS continues and there are few real indications that it will not, except perhaps in terms of detailed negotiations on the scheme with the states.

In another 8 days the government will outline just how this essential policy will be funded and further detail on the rollout will be outlined and the Opposition have already locked in supporting any supply bills for the scheme.

The signs are good, but we wait for the detail and the costs.

Slipper Could be Removed to Help Keep the Tenuous Government Foothold

Peter Slipper, the Speaker of the House of Representatives stands accused of both civil and criminal wrongdoing, with claims of sexual harassment of a staffer being aired, coupled with accusations of rorting Cabcharge vouchers. The Gillard Government has moved from trouble to trouble during its short tenure from mid 2010 to the present day but the ALP minority government has rarely looked like it would be allowed to crumble, either by their own actions or by those MPs who have agreed to support it for a full three year term in parliament.

The Prime Minister and her government in the time shortly after the accusations were levelled at the scandal-prone refused to withdraw support for Peter Slipper to continue in the Speaker’s chair in the Lower House. The tenuous situation of the 43rd parliament made it necessary for political survival, whether right or wrong to stand by the man that both sides of politics knew could drag them into trouble.

Shortly after returning from a trip, Mr Slipper did the right thing offered to stand aside while the criminal allegations are investigated by police although he did not extend the self-suspension to also cover the prosecution of the civil proceedings against him by a staffer who alleges sexual misconduct on the part of Peter Slipper. 

After the Speaker stood aside, the Prime Minister on behalf of her party admitted after the fact that Slipper standing aside was the right and honest thing to do, a strange change of heart.

Thanks in large part to the strong support of the two rural Independent MPs, Tony Windsor and Rob Oakeshott, Prime Minister Gillard and the ALP have been able to maintain a fairly stable government regardless of the very tight numbers on the floor of the House of Representatives.

However, in recent days, it would appear to the naked eye that cracks in that support are appearing, with Mr Oakeshott, the MP for the electorate of Lyne leaving the door ajar at least for the possibility of a no confidence motion on the floor of the Lower House chamber.

Also trailing closely behind Mr Oakeshott in his thoughts on the matter, Mr Windsor, the Independent MP for the seat of New England has today indicated that he would like Speaker Slipper to stand aside until both the criminal and civil proceedings have been investigated and prosecuted to an exhaustive end.

The distinct possibility of a no confidence motion appears to be growing, hour by hour, day by day in this dramatic period in the history of parliament in Australia with the New England MP appearing to suggest that the besieged Mr Slipper stand aside until both matters are concluded or he would potentially face a vote on the floor of the parliament.

The Labor Government, under a new Speaker, likely Anna Burke, would stare in the face an even more unstable majority of just 1 vote in the House of Representatives chamber.

Theoretically, a vote against Mr Slipper could be used by the government and its supporters, particularly Mr Windsor and Mr Oakeshott to take some of the focus off the government which is slowly drowning as stagnant polls, hovering around the same numbers for some time seem to show.

A vote of no confidence in the Speaker could be brought by the government or any of those MPs it relies on for support to remove some of the stench that lingers around the Labor caucus, a middle ground of sorts to show to the naked eye, the untrained political eye, that Gillard and her party are willing to take on some of the rot eating away at the parliamentary party.

But alas, the rural Independents are not the great illusionists that they think themselves to be. Any “compromise” move would be as obvious as having a brick strike you in the head.

But it would ameliorate some of the dead-weight that is slowly but surely pulling the government, strapped to its numbers so firmly.

The Opposition obviously, as an other would be in this situation want the government down and out and removed and will put as much pressure on the government as they can, on any issue of contention, to try and make this happen. That’s the reality of politics and the ALP would certainly be reacting to crises in the same way were they in the position the Coalition is.

All the while, the government, by removing Slipper will have deflected some of the attention away from the other major distraction they face, the allegations against Craig Thomson, the former HSU official and now Member for the seat of Dobell. Gillard and her government have continued to support their own MP to the fullest while the allegations have been investigated.

By no means will acting on the Slipper allegations fix the electoral mortality of the Labor Government, but to perform some feat of illusion will serve to nullify one point of contention and in the process keep the Gillard Government on track to go full term, unless and it is entirely plausible, another allegation of wrongdoing or some other unforeseen mishap or misadventure decides to rear its head.

Fischer an Inspired Choice as Patron of NDIS Lobby Group

The National Disability Insurance Scheme, NDIS for short is the most promising policy idea relating to disability in some time, perhaps ever. It’s something that needs to happen, should happen and where politics needs to be put aside and has been. It’s a long-term project, meaning much time to prepare it well, but equally and with the history of the Gillard Government as much time for it to fail. The policy idea desperately needs the big guns of politics and society, past and present to keep their collective eye’s on the ball to turn this great idea into a political reality.

Today the NDIS lobby group, Every Australian Counts, headed by former NSW government MP John Della Bosca made a wonderful choice, naming former Deputy Prime Minister Tim Fischer from early in the Howard era the campaign patron.

Tim Fischer, like many parents in Australia knows just how hard the lives of people with a disability can be. He left politics, citing as a reason the need for he and his family to focus on the demands of helping out their son, Harrison who has autism.

Mr Fischer has been a long-term advocate of doing more for people with a disability whilst in public life and post politics, involving himself in the disability cause with different organisations in the field.

As someone with a disability I have had the opportunity of witnessing just how committed the former Deputy Prime Minister is toward improving the lives of people with a disability and how interested he is in hearing the stories of people with a disability.

When I competed at the Sydney 2000 Paralympic Games the man himself was the Mayor of the Paralympic Village. I will never forget seeing him moving around the village, that trademark hat adorning his head, welcoming athletes and team staff from around the world, shaking their hands and having a bit of a chat to as many people as possible on his journey’s around the athlete precinct.

Often on my trips to the dining hall I would encounter the sight of him sitting down with athletes, Australian or otherwise sharing a conversation with many of the mass of athletes that gathered in Sydney to compete at the 2000 Paralympics. Indeed, I even had the opportunity, sitting with a group of athletes when the Howard Government Minister came to say hello.

Far from the obvious benefits of having someone whose experience with disability is both close and personal, the political benefits of having a former MP, diametrically opposed to the Government which has proposed the scheme is a very important factor.

It is important position, both to keep the Gillard Government honest with fierce, but diplomatic advocacy on behalf of the Every Australian Counts group, a skill honed overseas, as much as it is t0 keep the Coalition honest and on track with its’ commitment to bipartisanship on this most important reform. This is particularly important when the Abbott-led Coalition seems closer and closer to taking the reins of government at the next federal election with implementation and commencement possibly occurring somewhere in what could be a second term of a Coalition Government.

This policy at present is still just really a thought and no money has yet to be committed to the implementation of the actual scheme, though rumours abound that there will be an allocation of sorts outlined in the forthcoming budget, just weeks away on May 8th.

Having Tim Fischer in the role of patron for the campaign, starting in earnest with the rallies next Monday in capital cities around Australia is a big step forward in the campaign and will help to keep the campaign on track from political idea at present, to reality.

The Ups and Downs in the NDIS Process

The short period of time since the findings of a Productivity Commission report on a way forward for a National Disability Insurance Scheme and subsequent announcement of the Gillard Government and Abbott-led Opposition of support for such a project has been one of brilliant, euphoric highs for people with a disability and their families and carers and of painful lows. The last 24-48 hours have been no exception with both wonderful developments and potential roadblocks popping up as Premiers prepared for the Council of Australian Governments (COAG) meeting which took place today in Canberra.

Bipartisan support for the concept of an NDIS was quickly established in the short moments after the Productivity Commission report was released by the Gillard Government in August last year. An audible collective applause of people with a disability and those that support them could be heard across the nation back then when first the Gillard Government announced it would pursue the idea and soon after, the Shadow Minister for Disabilities, Carers and the Voluntary Sector, Senator Mitch Fifield announced Coalition agreement with the proposal.

Since then, interested groups have waited, for over six months now, with baited breath for an announcement of a commitment to funding this immense project, slated to cost over $6 billion dollars. That hasn’t come to date, however in recent weeks there has been immense speculation that there will be some allocation of funds in the forthcoming May budget for the much needed program.

There has also been much consternation over the words of the Opposition Leader Tony Abbott in a recent speech to the National Press Club where the scheme was referred to as an “aspirational” target and something to be pursued when the budget is back “in strong surplus”. These comments were taken by many as a backing away of sorts from support for the idea of a NDIS and angered disability advocates.

But alas, today most of those fears appear to have been obliterated with the Leader of the Opposition using a press conference to again profess Opposition support for the essential proposal which would transform the lives of people with a disability, helping them with the massive costs of living with a disability and allowing many of them the ability to participate in the Australian economy.

Today Mr Abbott said that he and the Coalition would support the allocation of money in next month’s budget for the design and consultation work needed in the implementation of the NDIS.

Further to that, the Liberal Leader also proposed, in a letter to Prime Minister Julia Gillard today that the parliament set up a Joint Select Committee c0-chaired by both major parties of interested parliamentarians to help progress the big change which is projected to take some years just to finish the implementation of the Medicare-like policy.

But as has been the roller-coaster that is the NDIS since the August 2011 announcement, it is far from certain that all the Premiers are onboard with implementation of the NDIS at this stage, while all do agree in principle with the idea of having an NDIS.

Both Queensland and Tasmania have stated in the last week and again in the last 24 hours that their respective cash-strapped states are in no position to fund the implementation of such a grand-scale initiative as the NDIS. Other states too have said that negotiations need to continue on the scheme, with all at least indicating “in-principle support”.

The Productivity Commission preference is that the Commonwealth fund the entire National Disability Insurance Scheme and this would appear, from interviews with the state Premier’s to be the major sticking point in moving toward implementation of the idea, giving the impression that the ALP Government is pursuing the states for money for the implementation of the NDIS.

It seems clear that the impasse over the scheme has a lot to do with the poor budget position that the states and the federal government find themselves encountering. This does threaten to derail the program implementation and indeed has been a reason for a lack of effort in relation to disability for some years, with governments of both shades not seeing disability as a major priority even though that constituency is large and growing, particularly in step with the rapidly ageing Australian population.

But there is a way forward toward the realisation of a National Disability Insurance Scheme to help those Australians that have a disability. That is for the states to use their current funding allocation for services that would be provided under the NDIS to put toward implementation of the scheme as the states would be using that money for disability services.

This method could be unpopular though, with commonwealth funding put on the table by the Productivity Commission report, with states wanting to use money saved in the event of full commonwealth funding for the insurance scheme for other budgetary priorities.

It seems clear that the bickering between the states and the federal government is set to continue for some time over a way forward on the NDIS, but with  the Abbott Opposition seemingly showing a firm interest in helping the Labor Government implement the scheme over the entire process, there is hope that the states will be finally brought into line, but this may not occur for some time yet. The noise from disability advocates must continue until the full implementation and delivery of the scheme is realised, but the highs and the lows will continue.

Men In Black, Suits

For some months now we have been hearing reports that the Gillard Government have asked the Australian Security Intelligence Organisation, better know as ASIO, to send agents out into the field to spy on coal protesters around the country. These revelations have drawn the ire of the Australian Greens, with whom anti-coal protesters would in many cases have a close allegiance or at least some of the same political aims at least as far as environmental protection goes.

These revelations appeared in Fairfax newspapers this morning following a Freedom of Information (FOI) request by the media  outlet which was directed to the Department of Resources, Energy and Tourism. The application was said to be rejected because it involved a confidential document from an “intelligence agency”.

Senator Bob Brown, leader of the Greens has called on the minister responsible for the department, Martin Ferguson to agree to the release of the documents so that the extent of the involvement of Mr Ferguson in organising the surveillance of the protesters can be brought to light.

Revelations of security agencies, be they state or federal police or higher spying on protesters have been around a long time in Australia and indeed many states, notably Queensland in the mid-to-late 1900’s have been clearly observed to have actively participated in the surveillance of protesters. Queensland too came down hard on protesters who marched the streets in contravention of draconian laws during the Bjelke-Petersen era in Queensland,   arresting and charging many.

At university, it was also said that ASIO were involved in spying on certain protesters, particularly those of the loopy left who are supporters of groups like S0cialist Alliance and the like, the sort of groups against any use of intelligence services in the first place, be it for peaceful purposes or otherwise.

On occasion when observing protests during my student days, aside from the boys and girls in blue coming onto campus to ensure that protests didn’t get too rowdy and that the targets of protests and university property didn’t have damage inflicted upon them I could have sworn I saw besuited men snapping the protesters getting rowdy.

These were men adorned in black suits, with tell-tale sunglasses with mobile phones raised every now taking happy snaps of the not so happy revolutionaries engaging in chanting incantations, sometimes into the atmosphere and sometimes at the objects of their collective ire, university administrators, public figures and even the police. But then I could just be paranoid with an overactive imagination.

Is it really such a bad thing to have security services engaged in spying on groups in society that are causing a bit of noise, sometimes a bit of damage or even a lot or perhaps even engaged in acts as serious as eco-terrorism?

Perhaps if ASIO are engaged in observing your everyday kind of protest gig where a bunch of people are just getting loud and boisterous and not really causing harm to anyone or property then their attendance would be complete overkill. This is relevant if there is no particular person or group that is being targeted and it is just an issue is being prosecuted by a march of a small group with a few signs.

That all changes when there is someone or a group of people who police or intelligence agencies have identified as being a direct threat to a particular person or persons or the interests of an organisation. In that case, it is entirely justifiable for high-level intelligence agencies to be involved in the investigation and oversight of such militant people or groups.

In all other cases the men and women of our state police would more than suffice as security and surveillance, with the ability to arrest protesters disregarding lawful directions or committing criminal acts.

Surveillance of people in most cases is not a necessary evil, but it is a reality that we have to get used to in some situations, particularly if we have been a bit on the naughty side.

The Sunday Sandwich (That’s a Wrap)

By far the biggest political action in Australia this week occurred in the state of Queensland, which overnight saw its majority eviscerated at the hands of a unified Campbell Newman led Opposition. But alas, this blog is about Australian politics and aside from some electoral implications for the federal Australian Labor Party and the change in complexion of the Council of Australian Governments (COAG), the events of the week in Queensland have little relevance when examining the events of federal politics over the past week.

Yes, the result is in many respects another stake in the heart of federal Labor which on results tonight would be all but wiped out across Queensland if swings were uniform statewide. When the Gillard Government is already in a minority government situation, the trend toward the Coalition in Queensland alone, if it were borne out at the next federal election would see the government fall easily, before even adding in New South Wales where there is potential for catastrophic losses.

An incoming Newman LNP Government means that another Coalition Premier has a seat at the COAG table, along with the Premier’s of Western Australia, New South Wales and Victoria. This probably will not have a major impact as COAG in recent years has tended to be fairly tame and “cooperative federalism” has reigned supreme. However from time to time issues may present themselves where the Liberal Premiers feel the need to join together in opposition to something that the ALP Government chooses to pursue. It would appear that the carbon tax is in the sights of the Premier-elect, so this and the MRRT appear to be at least two exceptions to the rule.

Julia Gillard and her government saw the passage of their Minerals Resource Rent Tax (MRRT), by the Senate this week which was alone in major events in Canberra for the week in Australian politics, the last sitting period before the budget is handed down by Treasurer Wayne Swan in May. Tony Abbott and the Opposition have vowed to continue to fight the tax after its implementation and to repeal it in government and their parliamentary strategy over that and the carbon tax in recent months have echoed those words.

The parliament shared its focus  in Question Time between the carbon tax, largely as a result of Opposition questions and the newly passed mining tax. The Opposition focused on perceived effects of the carbon tax on business and households and the revenue projections of the mining tax and the effect the tax  may have on the economy.

The government focused on the spending associated with the Minerals Resource Rent Tax and the tax cuts to small and big business which the Coalition opposes because it opposes the tax.

Also this week, Canberra descended into gaggles of laughter which transcended political boundaries after a very strange speech from mining magnate Clive Palmer who has since tried to put distance between himself and his comments. Mr Palmer claimed that the Greens were funded by the CIA to wreck the Australian economy by destroying the mining industry which helped keep the nation afloat during the GFC.

As Australia continues to meander toward the May budget, the focus outside of the parliament will be on Treasurer Wayne Swan and the ability he and his government have to deliver the surplus they promised for fiscal year 2012-13. The focus  of the media will be on trying to get a picture of the extent of the task before confirmation of the severity of any further cuts and just how much the effort will rely on the sneaky deferral of spending priorities for the budgetary year. There promises to be much political fodder over the coming weeks and the political discourse will certainly not be dull.
